NEW BUSINESS <br />Items removed from the Consent Calendar: <br />5.D Resolution of Award of Contract to Second Lowest Bidder, St. Francis <br />Electric, for East 14th Street Lighting Improvements, from Warren Avenue to <br />135th Avenue, Phase II, Project No. 97-210-38-156 (recommends award to the <br />second lowest bidder for bid amount of $261,017.00). <br />Council Member Glaze stated his reasons for voting "No" on this item, noting <br />it is due to the past practices of this particular bidder. <br />Further discussion amongst the Council ensued with a suggestion that the <br />item be delayed for one meeting for further information. Council Member <br />Glaze indicated he would not state anything further, but his reasons for <br />voting now were his own personal opinion. <br />The City Attorney remarked about the due-process hearing process and noted <br />he is aware of the concerns of Council Member Glaze. Given potential <br />liability issues at stake, no further public discussion should take place. <br />The following Resolution was then introduced: <br />Resolution No. 98-11, Resolution of Award of Contract to Second Lowest <br />Bidder, St. Francis Electric, for East 14th Street Lighting Improvements, <br />from Warren Avenue to 135th Avenue, Phase II, Project No. 97-210-3$-156 <br />(recommends award to the second lowest bidder for bid amount of <br />$261,017.00). Ayes: 7; Noes: 0 <br />B. Minute Order No. 98-5, Matter of Creation of and Appointment of City <br />Council Members to an Ad Hoc City Council Nominating Committee to <br />Recommend Members for a West San Leandro Citizens' Advisory Committee <br />(creates and appoints City Council Members to an Ad Hoc Nominating <br />Committee for the purpose of recommending members for a West San Leandro <br />Citizens' Advisory Committee to provide community input for development <br />of a West San Leandro Strategic Plan. (1156) <br />The City Council created and appointed Mayor Corbett and Council Members <br />Glaze and Lothrop to an Ad Hoc City Council Nominating Committee to <br />recommend members for a West San Leandro Citizens' Advisory Committee. <br />M/S/C Loeffler and Polvorosa.
