NEW BUSINESS <br />Items Removed from the Consent Calendar. <br />5.B Matter of Memorandum of Understanding Between the City of San Leandro and <br />the San Leandro City Employees' Association (SLCEA). <br />Vice Mayor Loeffler expressed concerns with the settlements for the MOU's <br />for the San Leandro City Employees' Association and the San Leandro <br />Management Organization. He noted he would not fight the proposed <br />settlement but expressed concerns with the process and the comparable cities <br />that were used. He commented on the City's ability to pay, which is based <br />on our per-capita income, and said there are unmet needs in the budgeting <br />process. He proposed that, as the Council looks at future years, they take <br />a look at how well City employees are compensated. He feels there is an <br />issue of balance missing in the process. He will honor the good-faith <br />process that has taken place this year but is concerned with the years <br />ahead. <br />The City Manager, in response to remarks by Vice Mayor Loeffler, explained <br />the City's reserve account of $1M and noted the money expended for <br />employees' salaries is currently budgeted and will not affect those <br />reserves. He further noted that, regarding comparable cities, it is the <br />City's goal to be at the "average" of those cities surveyed. He commented <br />on cost-of-living adjustments and noted the City has been following the <br />same, overall practice for 30 years. <br />Steve Harman, Human Resources Director, further explained the history of <br />reducing the rate of growth as it relates to employee compensation. He, in <br />response to comments by Vice Mayor Loeffler, explained the role of the <br />Personnel Relations Board. <br />Vice Mayor Loeffler expressed concerns with the availability of personnel <br />during non-hours, given so many employees live outside San Leandro. He <br />questioned how we can ensure the safety of our community. <br />The City Attorney explained laws with regard to residency and reasonable <br />distance - noting it is a matter of negotiation. <br />
