Minutes - City of San Leandro City Council and Page - 6 - <br />San Leandro Redevelopment Agency Meeting - March 16, 1998 <br />Vice Mayor Loeffler and Council discussion ensued regarding long-term issues <br />regarding employee raises and the City's financial health. <br />The Mayor explained that the City provides services and the cost for those <br />services is the higher side of the budget. She noted the $1M surplus is <br />still available and has not been cut into by the salaries that have been <br />negotiated. She further noted the Council has insisted on taking a look at <br />what is being done in other cities - that makes sure salaries are market <br />based and market driven. <br />Vice Mayor Loeffler stated he does not agree with the comparable cities <br />being used and that the Council has the power to change the group of cities, <br />should they wish to do so. <br />Vice Mayor Loeffler also expressed concern that the City Manager's salary is <br />included in the Management MOU. He feels, since he is the only person the <br />Council has any discretion over, his salary should be discussed during <br />Closed Session. <br />The City Manager's salary was discussed; and the Mayor noted that, in the <br />MOU before the Council, an adjustment has been made to reduce the amount of <br />vacation received. <br />Council Member Glaze complimented the City Manager for taking those steps to <br />decrease his compensation for vacation pay but feels his salary should be <br />taken separately during Closed Session. <br />After lengthy discussion, the following Motion and Resolution were then <br />introduced: <br />- Minute Order No. 98-15, Motion Approving Memorandum of Understanding <br />Between the City of San Leandro and the San Leandro City Employees' <br />Association (provides for a 24-month contract with the San Leandro City <br />Employees' Association for the period January 1, 1998 through December <br />31, 1999). (1926) <br />The City Council approved the Memorandum of Understanding Between the <br />City of San Leandro and the San Leandro City Employees' Association <br />(SLCEA). <br />M/5/C Young and Polvorosa. Ayes: 7; Noes: 0 <br />- Resolution No. 98-30, Resolution Amending Sections 1 and 2 of the Pay <br />Plan (amends the Pay Plan to reflect the terms and conditions of the <br />Memorandum of Understanding with the San Leandro City Employees' <br />Association for the contract period January 1, 1998 through December 31, <br />1999).
