Minutes - City of San Leandro City Council and Page - 5 - <br />San Leandro Redevelopment Agency Meeting - April 20, 1998 <br />Vice Mayor Loeffler commented that he feels communication regarding this <br />issue to the community has been inadequate. The community has not had <br />a thorough discussion regarding what is being proposed. He added that <br />there are a lot of ramifications that need to be discussed, and he would <br />be in favor of postponing the issue and studying it further. <br />Council Member Glaze stated the proposal has caused more questions than <br />answers. He feels more study needs to be done; and, perhaps, the City <br />Attorney could contact that National Law Center for some creative ideas. <br />He would be in favor of postponing action on this issue but does not <br />want to postpone the issue too long. He would like to see staff operate <br />under a 30-day timeframe in responding back to the Council. <br />Council Member Young noted she would encourage the rest of the public <br />who want to speak to this issue be allowed to do so this evening. She <br />suggested staff contact our County representative to see about re- <br />regulating businesses across from Bayfair, also. She would be in favor <br />of further research on this proposed Ordinance and supports additional <br />community outreach regarding the issues. <br />Council Member Galvan agreed with getting more information. He feels <br />the Council is not an advocate for this Ordinance but is being required <br />to address the issue. He also feels staff has not worked with the <br />neighborhoods enough and that community outreach is the missing element. <br />He would like to keep these types of businesses out of the City - <br />legally. <br />Fred Collins, 14439 Trinidad, Member of the San Leandro Unified School <br />District, Board of Trustees, addressed the Council, stating there has <br />been a lack of communication with the Schools and the community. He <br />feels action on this issue should be postponed until more communication <br />takes places. <br />Kenneth Pon, 27672 Langley Drive, addressed the Council, asking what <br />would happen if childcare opened up next to one of these proposed sites <br />- would it preclude that type of business? Staff responded that it <br />would. He asked if other cities that have this kind of Ordinance have <br />experienced adult-oriented businesses coming into their community. <br />Staff responded that they have - but, the more likely story is that an <br />adult-oriented business would apply to do business in a community and <br />there would not be an Ordinance in place. It was stressed that <br />Ordinances need to change to meet the legal challenges they are facing <br />regarding this issue. <br />Robin Ehlers, 778 Joaquin Avenue, addressed the Council, stating the <br />National Center for Law and Justice does have model Ordinances regarding <br />this issue. They say putting these types of businesses all in one area <br />would be easier to enforce. <br />
