Minutes - City of San Leandro City Council and Page - 7 - <br />San Leandro Redevelopment Agency Meeting - April 20, 1998 <br />Vice Mayor Loeffler stated he is aware of the hard work the Planning <br />Commission has put into this issue but added that the fault lies in the <br />process. This issue needs more public input. Staff needs to look at a <br />plan for broader community input. <br />The City Attorney suggested the Public Hearing be closed; and, should <br />Council wish to defer the issue for 60 days, direct that the matter be <br />renoticed when the item is scheduled to come back to the Council. <br />Council clarified with staff that they would like more information on <br />sign regulations, the affect of liquor stores and lodging and/or hotel <br />facilities being close by such establishments, information on license <br />fees, withholding lights and electricity of an establishment until their <br />fees are paid, clustering of such establishments, security issues, and <br />review any information available through the National Law Center. <br />The following Motions were then introduced: <br />Minute Order No. 98-20, Matter of A-98-2; Amendment to the San <br />Leandro Zoning Code and the San Leandro Municipal Code Regarding <br />Adult-Oriented Businesses (provides for the regulation and licensing <br />of adult-oriented businesses in keeping with recent court decisions; <br />allows adult-oriented businesses to locate in the IP Industrial Park <br />Districts if they comply with licensing and minimum-proximity <br />requirements). (1099) <br />The City Council closed the Public Hearing; continued the Matter of <br />A-98-2 for up to sixty (60) days; and directed that this matter be <br />rescheduled and renoticed for return to the Council as a Public <br />Hearing. <br />M/S/C Polvorosa and Lothrop. Ayes: 7; Noes: 0 <br />Minute Order No. 98-21, Matter of A-98-2; Amendment to the San <br />Leandro Zoning Code and the San Leandro Municipal Code Regarding <br />Adult-Oriented Businesses (provides for the regulation and licensing <br />of adult-oriented businesses in keeping with recent court decisions; <br />allows adult-oriented businesses to locate in the IP Industrial Park <br />Districts if they comply with licensing and minimum-proximity <br />requirements). <br />The City Council extended the Moratorium Prohibiting the Processing <br />and Approval of Use Permits, Variances, Building Permits, or Other <br />Zoning Entitlements for Adult Entertainment Establishments Which May <br />Conflict with Proposed Zoning Ordinances and Zoning Map Amendments to <br />May 20, 1998. <br />M/S/C Loeffler and Polvorosa. Ayes: 7; Noes: 0 <br />The Council recessed at 9:35 p.m. to 9:40 p.m. <br />
