Minutes - City of San Leandro City Council and Page - 8 - <br />San Leandro Redevelopment Agency Meeting - April 20, 1998 <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Howard Kerr, 15388 Norton Street, addressed the Council regarding <br />staff's excellent presentation on the Flood Plain Insurance situation. <br />He also referenced speed humps on Norton Street and requested the <br />present Council act on his Appeal before there is a turnover after the <br />election. <br />B. Florence Ruha, 3747 Anza Way, addressed the Council, congratulating them <br />on the recent "Hands Across San Leandro" event and the Friends of the <br />Creek event that took place last Saturday. She added that the Creek is <br />a real asset to the community. She then expressed concerns with parking <br />on East 14th Street, noting it is practically impossible to enter and/or <br />exit your vehicle if you have parked on East 14th Street. She concluded <br />by stating she hopes the Council will deal with that issue soon. <br />C. Carey Walker, 471 Santa Monica, addressed the Council regarding Measure <br />"H," which is the gross-receipts tax on gun sales. He asked what price <br />has been assigned to stabbings and/or beatings? He stated he is not in <br />favor of the gun tax and that people should be able to have a gun for <br />self defense. He questioned the definitions of a "Saturday Night <br />Special" or a "cheap" handgun. He concluded by asking which Council <br />Members voted "yes" for the soundwall at Heron Bay. <br />D. Ron Barklow, 1210 Teigen Drive, Hayward, addressed the Council regarding <br />a feral-cat problem at the Marina. He referenced an Ordinance regarding <br />the feeding of wild animals and asked that the City Attorney look into <br />whether that included feral cats. He left information for the Council <br />to review as it relates to the dangers posed by cats. <br />E. Lamar Heystek, 2481 Marina Boulevard, addressed the Council, commenting <br />on the press the "Young San Leandran's Political Action Committee" (PAC) <br />has received. He noted he appreciates their community and their <br />support. <br />F. Laverne Anderson, 1495 - 159th Avenue, addressed the Council, commending <br />the City for how quickly they responded to his complaint of a chuck hole <br />on Fairway Drive. He further added that he feels the Police Chief <br />should be the actual one to license adult-oriented businesses in the <br />community. He concluded by commenting on the lack of adequate security <br />guards at certain stores, referencing the Pac & Save Store as an <br />example. <br />
