Matter of Breed Avenue and Lewis Avenue Area Neighborhood Improvement <br />District (provides for reconstruction of the existing roadway; repair of <br />damaged sidewalks, curbs, gutters, and driveways and sanitary sewer <br />lines; upgrading street lights; and street-tree removal and <br />installation). <br />- Resolution Approving Plans and Specifications and Calling for Bids <br />for Breed Avenue and Lewis Avenue Area Neighborhood Improvement <br />District, Alternate A -- Total Project, Project No. 98-144-38-132-A. <br />- Resolution Approving Plans and Specifications and Calling for Bids <br />for Breed Avenue and Lewis Avenue Area Neighborhood Improvement <br />District, Alternate B -- Concrete Repair and Street Tree Work, <br />Project No. 98-144-38-132-B. <br />- Resolution Approving Plans and Specifications and Calling for Bids <br />for Breed Avenue and Lewis Avenue Area Neighborhood Improvement <br />District, Alternate C -- Street Lighting Rehabilitation, Project No. <br />98-144-38-132-C. <br />- Resolution Approving Plans and Specifications and Calling for Bids <br />for Breed Avenue and Lewis Avenue Area Neighborhood Improvement <br />District, Alternate D -- Street Rehabilitation, Project No. 98-144- <br />38-132-D. <br />This being the time and place for the Public Hearing on the above <br />matter, Uche Udemezue gave the staff report and provided a slide <br />presentation of the referenced district. <br />The Hearing was then opened to the public. <br />There being no comments from the public, the Public Hearing was closed. <br />M/S/C Loeffler and Polvorosa. Ayes: 7; Noes: 0 <br />Council discussion ensued regarding the process by which the street <br />lights were selected. Vice Mayor Loeffler expressed a suspicion that, <br />once the lamps are installed, there will be some concerns expressed from <br />the residents of that area as to how it changes the look of the <br />neighborhood. <br />Staff responded by indicating to the Council the efforts made to include <br />the neighborhood residents in the decision-making process with regard to <br />the street lights, trees, sidewalks, gutters, driveways, and sanitary- <br />sewer lines. <br />Council Member Lothrop noted the issue is "preserving the neighborhood." <br />She feel s there needs to be guidelines to honor the "flavor" of the <br />neighborhood. She also added that input from the neighborhood <br />association is necessary. <br />Discussion ensued regarding the possibility of delaying selection of the <br />street-light fixture and comparing the cost of replacement versus <br />rehabilitation of the old fixtures. <br />
