<br />Minutes - City of San Leandro City Council Meeting Page - 8 - <br />May 4, 1998 <br />The Mayor noted she will be voting "Yes," but she agrees with Council <br />Member Glaze. <br />The following Motions were then introduced: <br />- Minute Order No. 98-28, Motion Approving Letter of Understanding for <br />Establishing the Oakland Airport-Community Noise Management Forum and <br />the required 51,000 Annual Membership to cover operating expenses. <br />(1270/1215) <br />The City Council approved the Letter of Understanding for <br />Establishing the Oakland Airport-Community Noise Management Forum and <br />the required X1,000 Annual Membership to cover operating expenses. <br />M/S/C Lothrop and Loeffler. Ayes: 6; Noes: 61aze <br />- Minute Order No. 98-29, Motion Appointing one San Leandro elected <br />official and one citizen representative to the Oakland Airport- <br />Community Noise Management Forum. (1270/1215/1156) <br />The City Council appointed Council Member Lothrop as San Leandro's <br />elected official, and Tony Santos, as San Leandro's citizen <br />representative to the Oakland Airport-Community Noise Management <br />Forum. <br />M/S/C Loeffler and Polvorosa. Ayes: 6; Noes: 0; Abstained: 61aze <br />B. Matter of Approval of Budget Strategies, Fiscal Year 1998-99 (accepts <br />budget strategies, as established by the City Council Finance Committee, <br />for preparation of the budget for Fiscal Year 1998-99). <br />Tim Hansen, Finance Director, gave an overview of the 1998-99 Budget <br />Strategies. <br />Council discussion ensued, including a clarification of "Enhanced Public <br />Information," and the City Support for Neighborhood Empowerment was <br />increased to 550,000 in order to make the program City-wide. <br />The Mayor, given the direction of the strategies, suggested the theme <br />for this year's budget be "Year of the Neighborhood." <br />Council Member Galvan questioned the West Juana project, which he did <br />not see in the CIP, and noted the City should address that area with <br />more than just paint. The City Manager responded that staff is working <br />on it and will be making recommendations to the Council in approximately <br />30 days. It was also noted that the "Cost to Provide Services Report" <br />will include indirect and support costs. <br />Vice Mayor Loeffler commented on recommendations he had given to the <br />Finance Committee regarding disasters and neighborhoods, prior to his <br />trip to India. He expressed concern with regard to using public-access <br />TV as only a message board.
