NEW BUSINESS <br />Items Removed from the Consent Calendar. <br />5.C Resolution of the San Leandro Redevelopment Agency Approving a Letter <br />Agreement with the Batarse Family Trust for Broadcasting Public Service <br />Announcements on the Marina Square Auto Center Reader Board and Related <br />Guidelines (provides criteria and a process for approving public-service <br />announcements, as provided for in the Redevelopment Agency's Lease with the <br />Batarse Family Trust). <br />Vice Mayor Loeffler asked and clarified questions regarding the space being <br />allotted to public announcements, as well as how much time. He also noted <br />this is an example of technology being used in the community and that this <br />issue should have been taken to the Technology Committee before coming to <br />the Council for action. <br />Staff noted Kathy Ornelas, in the City Manager's Office, will be the <br />arbitrator and will coordinate the messages to be shown. It will be based <br />on a first-come, first-served basis. It was also clarified that it wi11 be <br />operated by a Lloyd Wise employee. <br />The following Resolution was then introduced: <br />Resolution No. 98-7, Resolution of the San Leandro Redevelopment Agency <br />Approving a Letter Agreement with the Batarse Family Trust for Broadcasting <br />Public Service Announcements on the Marina Square Auto Center Reader Board <br />and Related Guidelines (provides criteria and a process for approving <br />public-service announcements, as provided for in the Redevelopment Agency's <br />Lease with the Batarse Family Trust). <br />M/S/C Loeffler and Polvorosa. Ayes: 7; Noes: 0 <br />5.D Matter of Deleting 10-Hour Parking Meters and Establishing 2-Hour Parking, <br />Bus Loading Zones. <br />Council Member Galvan clarified that the bus-loading zone will be on the <br />south side of Parrot Street. <br />The following Resolution and Ordinance were then introduced: <br />- Resolution No. 98-54, Resolution Deleting and Designating No Parking, <br />Restricted Parking, Bus Loading Zones, Title VI, Chapter 1 of the San <br />Leandro Municipal Code, Washington Avenue.
