Minutes - City of San Leandro City Council and Page - 6 - <br />San Leandro Redevelopment Agency Meeting - May 18, 1998 <br />A. Resolution No. 98-55, Resolution Nominating and Appointing Members to <br />the Youth Advisory Commission (initial appointment of new Commissioners) <br />- Shontondria Moore, District 5; Tim McGallian, At Large; and Tiffanie <br />Pederson, At Large. (2680) <br />M/S/C Lothrop and Glaze. Ayes: 7; Noes: 0 <br />The new members of the Youth Advisory Commission (YAC) were sworn in by <br />the City Clerk. <br />Vice Mayor Loeffler thanked them for stepping up to serve the community <br />by serving on the Youth Advisory Cormnission. <br />B. Matter of Referendum Petitions Submitted Regarding Resolution No. 98-26, <br />Lease Agreements and Other Documents Between the San Francisco Bay <br />Conference Center Resort, L.L.C., and the City of San Leandro Regarding <br />the Network Conference Center. <br />City Manager John Jermanis gave a brief report and recommended to the <br />Council that they repeal Resolution No. 98-26, which would repeal the <br />Lease documents. He also recommended that staff be directed to <br />renegotiate a new Lease that is substantially different from the first <br />one in that it would not include funding from the City; that the <br />developer would pay competitive wages and benefits; and that any City <br />investment should be limited to public improvements for public benefit. <br />The City Manager then went on to explain competitive wages versus <br />prevailing wages. <br />Vice Mayor Loeffler commented that he appreciates the hard work of City <br />staff and the community. He doesn't want to see us fumble the ball. He <br />believes staff can renegotiate a new Lease with the prevailing and <br />competitive wages being agreed upon by both parties. He reiterated he <br />hopes both parties can come to an agreement over the issues. He <br />concluded by stating he is in favor of repealing the Resolution. <br />Council Member Glaze commented that he thinks this is an opportunity to <br />come together. He stated his support for repealing the Resolution and <br />renegotiating a new Lease, noting he, too, feels prevailing wages and <br />competitive wages need to be agreed upon. He further stated the people <br />of San Leandro have already spoken through the petition process. He <br />would not want to see this go to a special election. He feels all <br />parties should move on as a partnership. <br />Mayor Corbett concurred with Vice Mayor Loeffler and Council Member <br />Glaze. She spoke of the critical need for revenue for the Marina and <br />added that the people have spoken. She, too, had concerns regarding <br />City funding as a loan. She is confident staff will be able to work <br />with all the parties involved to come to a new agreement. She agreed <br />rescinding the Resolution is the course to take and to direct staff to <br />renegotiate a new Lease acceptable to all parties involved. <br />
