Minutes - City of San Leandro City Council, Page - 7 - <br />San Leandro Economic Development Agency, San Leandro <br />Housing Finance Corporation, San Leandro Parking Authority, <br />San Leandro Public Financing Authority, and <br />San Leandro Redevelopment Agency Joint Meeting - June 15, 1998 <br />Council Member Galvan clarified that the City should see some Measure <br />"H" dollars in January or February of 1999. He feels it is an excellent <br />suggestion to use Measure "H" funds for gang prevention. He hopes the <br />Finance Committee looks hard at new programs as they relate to locating <br />lack of funds due to the defeat of Measure "I." Regarding the San <br />Leandro Counseling Program not being funded, he can't see any other <br />program that picks up the slack. He would recommend the City give them <br />x10,000, and encourage them to try to find resources for the rest. He <br />also would like to see Project Literacy funded in an additional amount <br />of 515,000 in order to make that program whole. He added that he would <br />recommend that 510,000 be allocated to Economic Development in order to <br />see it work more smoothly. He concluded by commending the staff and <br />Human Resources Commission for their efforts. <br />Mayor Corbett agreed with many of the comments made. She also stated <br />there is a need to look at expanding the community-based budget to meet <br />the growing needs. She added that the City needs to look at the need <br />for gang intervention and prevention, and the issue should be taken <br />outside this budget process. <br />She commended staff and the Human Resources Commission who struggled <br />with the funding needs. She, too, feels the Council should look at a <br />contingency source for emergency funding. She also commented on Council <br />Member Lothrop's proposal and added that input from the schools and the <br />Police Department Officer dedicated to juvenile issues should be <br />solicited. She further commented on the appeals process which is a <br />necessary aspect of the entire process for the Human Resources <br />Commission to make their decisions. She also recommended the Council <br />take a look, in the future, at expanding the budget for community-based <br />funding, with set criteria. <br />Council Member Glaze recommended the San Leandro Counseling Program be <br />funded, out of contingencies, for a 90-day period of time, in order to <br />allow the Finance Committee to come back with recommendations. <br />Council Member Lothrop stressed the necessity for not letting this issue <br />lapse, and Council Member Young requested this issue be placed on the <br />Finance Committee Agenda in July. <br />Council Member Glaze agreed with the suggestion and requested, in <br />addition, a letter be sent to the School Liaison Committee regarding <br />funding possibilities from the School District. <br />Nancy Hillis gave an update on the Project Literacy Program and <br />suggested their funding remain at 515,000, as recommended by the <br />Commission. <br />Mayor Corbett agreed with reviewing the San Leandro Counseling Services <br />Budget at the Finance Committee level. She also noted the Finance <br />Comm ttee shoul d 1 ook at the i ssues of youth violence prevention and <br />gang intervention, as well as additional Economic Development funding. <br />
