Minutes -City of San Leandro City Council and Page 11 <br />San Leandro Redevelopment Agency Joint Meeting -August 3, 1998 <br />B. Justin Agrella, 1231-148` Avenue, addressed the Council, offering tools for <br />the budget process, which included Activity Based Costing, Performance <br />Measures, and the Local Yellow Pages Test, which consists of: if there are three <br />listings, the City should not be in the business of providing that service. He <br />thanked Paul and John Vargas for handing out protest information regarding this <br />evening's Hearing. <br />C. Darlene Evans, Bristol Boulevard, addressed the Council regarding the <br />frequency of helicopter noise in her neighborhood. She also expressed concerns <br />with the response of the San Leandro Police Department, indicating she has asked <br />for Spanish-speaking officers in the past and has not had aSpanish-speaking <br />officer respond. She also expressed concern with the change in attitude from the <br />person she phones in the complaint to and that of the officer who actually <br />responds. She feels the officers respond and treat people differently who are on <br />medication. <br />D. Carey Walker, 471 Santa Monica, addressed the Council, asking what the <br />money from the gun tax collected from Trader's would be used for? He concluded <br />by stating the water-runoff tax should be done away with. <br />E. Dana Johnson, 343 Farrelly Street, addressed the Council, and, specifically, <br />Council Member Grant. He noted there has never been an African American <br />elected to, or one that has even run for, City Council. He continued by asking if <br />she will be representing only the blacks in District 2, all blacks of San Leandro, or <br />the community as a whole? He stated he hopes Mayor Young will perform <br />miracles during her tenure as Mayor and likened her to the miracle drug "viagra." <br />He encouraged the Mayor to fix E. 14`~ Street and to get rid of the vagrants in San <br />Leandro and the bullies at the San Leandro School District. <br />F. Lou Filipovich, 15376 Laverne Drive, addressed the Council, commenting on <br />the purity of the water that goes out to the Bay. He noted the Council closed the <br />Public Hearing but postponed the issue regarding the proposed fees. He read from <br />a report dated July 23, 1993, from Alice Calvert, former City Clerk, which <br />indicated the Council had the option of continuing their Public Hearing regarding <br />fees for sewer services. He stated that, when the Council considers this issue on <br />August 17, they need to reopen the Hearing. He concluded by commenting on <br />recycling efforts and stated the City needs to live within its means. <br />G. Leticia McCon, 10321 Bancroft Avenue, Oakland, addressed the Council, <br />noting an incident when she had visited a local night club in San Leandro, and she <br />feels she was harassed by the Police Department. <br />
