Ayes: 5; Noes: 0; Abstain: Grant and Nardine <br />B. Resolution Approving Agreement with David M. Griffith (provides for a <br />contractual services agreement to conduct a performance measurement cost study <br />of City services). Cost: $70,000 <br />Council Member Loeffler asked why this item has come forward to the full Council <br />when he thought it was still under review by the Finance Committee? The City <br />Manager responded that the cost analysis needs to move forward to give the <br />Council the information it needs to consider expenditure reductions being <br />considered. The City Manager added that the analysis should be completed by the <br />end of the year. <br />Council Member Lothrop commented that she feels the process seems to have <br />been circumvented, and she didn't remember asking that this be brought forward <br />to the full Council. <br />Vice Mayor Galvan requested, and staff responded with, a more detailed <br />explanation of what David M. Griffith's services will provide that staff cannot. <br />Council Member Nardine agreed that she, too, feels the process was circumvented, <br />and she would have liked to see the Committee's recommendations regarding this <br />matter. <br />
