Ayes: 7; Noes: 0 <br />H. Report on Closed Session Actions Taken. <br />The City Attorney reported that no actions were taken. <br />8. OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />A. Carey Walker, 471 Santa Monica, addressed the Council regarding the CPI <br />discussed earlier. He indicated people are subject to the CPI and we are just <br />"spinning our wheels." He referenced the water-run-off fee and indicated water <br />has been running off since the beginning of time, and there is no need for a fee. He <br />feels this is taxation without representation. There should not be a storm water <br />run-off tax. <br />B. Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating he <br />disagrees with the City Attorney's explanation of the process under Proposition <br />218. He commented on Measure "I," which failed at the polls in June, and <br />indicated the fees are now back to what they were before. He added that the <br />"means" test should be, if it affects the taxpayer. He further indicated recycling is <br />at the curbside now, and people don't have a problem with that. He concluded by <br />stating there is no way Oro Loma can take over service for all of San Leandro <br />without it costing a lot to do it. <br />C. George Pieraldi,1887 Cedar Avenue, addressed the Council, asking how he <br />could get on the committee to be formed regarding rates? <br />D. Paul Vargas, 872 Portola Drive, addressed the Council and read a letter from <br />Joel Fox, President of the Taxpayers' Association regarding Proposition 218. He <br />indicated storm-water charges should not be exempt from voter approval. <br />E. Justin Agrella, 1231-148` Avenue, addressed the Council, confirming the <br />sewer fees will be increased and charged as such, effective July 1. He feels the <br />increase should be effective September 1. He stated he is glad the City will be <br />looking into privatization of services. <br />
