Minutes -City of San Leandro City Council Meeting Page 16 <br />August 17,1998 <br />F. Ellen Geis, 834 Cary Drive, addressed the Council and clarified that she does not <br />have to separate her trash. She commented on the situation of widows, noting <br />most times they don't need to use a 20-gallon refuse can. She stated she only <br />needs garbage pick-up every two weeks. She concluded by stating she would <br />challenge the Council's procedure under Proposition 218. <br />9. CITY COUNCIL REPORTS AND CONIlVIENTS <br />A. Reports on Intergovernmental Agencies. <br />Vice Mayor Galvan gave a report on what has taken place with the East Bay <br />Dischargers Authority (EBDA) while he has served as the Chairperson. He <br />noted they have finalized the LAVWMA/EBDA Agreement; the EBDA <br />Attorney retired; a couple of long-term Board Members retired, leaving him <br />one of the senior members; and, the Oro Loma Marsh was restored to <br />wetlands. He concluded by indicating they need voter approval from <br />Livermore/Pleasanton on this upcoming November ballot regarding the <br />Agreement and where the lines will go. <br />B. Reports on City Council Committees <br />None <br />C. City Council Comments <br />1. Council Member Loeffler commented that he would like to see Commission <br />meeting Agendas on Cable Television. <br />Council Member Loeffler also referenced the Disaster Committee and <br />questioned how many key administrators have been CSTI trained? He <br />continued by asking the status of the ARKS, how many neighborhood groups <br />have been trained, and if there is a way to do an inventory of how many homes <br />have earthquake insurance? He commented that he feels staffhas been remiss <br />in not keeping up with the goals set for Disaster Training. <br />Council Member Loeffler also commented on East 14m Street and indicated he <br />feels the issue should go back to the citizens for their input and perceptions. <br />Council Member Loeffler, with regard to arts and cultural aspects, noted he <br />had met with Council Members from Pleasanton and had received some useful <br />information that he will have copied to the Council. <br />
