PUBLIC HEARINGS <br />None. <br />Required Public Hearings, in accordance with Proposition 218 for adoption of <br />property-related fees, were conducted and Closed on August 3, 1998. City Council <br />will discuss proposed rate increases under "Continued New Business." <br />4. PUBLIC C011~IIVIENTS <br />Public Comments are limited to 5 minutes per person; however, at Council's <br />discretion, based upon the number of speakers, the time allotted maybe less. The <br />public is invited to make any comments related to Agenda items, or other items of <br />public interest, at this time. <br />A. Morgan Rice, 663 Valita Drive, addressed the Council regarding a Proclamation <br />he received for "San Leandro Historical Society Membership Week," August 31 <br />through September 4, 1998. <br />B. Walter Hirt, 716 Warden Avenue, addressed the Council regarding his <br />opposition to an increase in taxes. He stated he is disgusted with the way the City <br />is being run. He would support an initiative to place the taxes on the ballot. <br />C. George Pieraldi, 1887 Cedar Avenue, addressed the Council, stating the Council <br />never thinks of the senior citizens on Social Security or Civil Service Annuities. <br />He is opposed to the proposed increases in taxes. <br />D. Bustin Agrella, 1231-148` Avenue, addressed the Council, stating his <br />opposition to all the proposed tax increases. He commented on the impacts on <br />seniors, as well as new homeowners. He added that the City needs to "roll up their <br />sleeves" and live within their means. He strongly feels services should be put out <br />to bid. <br />E. Paul G. Vargas, 872 Portola Drive, addressed the Council and thanked the <br />people in the audience who came to the meeting tonight. He further stated that the <br />people should not be penalized for the frugality of taxes in the past. He believes <br />they are being taxed for the mismanaging of not being able to live within the City's <br />means. He further commented that he feels the storm water run-off charges should <br />be voted upon, according to his interpretation of Proposition 218. <br />F. Carey Walker, 471 Santa Monica, addressed the Council, stating there should be <br />no increases in taxes, fees, or assessments. He feels the City should be living <br />within their means. <br />
