Minutes -City of San Leandro City Council Meeting <br />August 17,1998 <br />Page 5 <br />G. Al Rosenga, 534 Parrott Street, addressed the Council regazding the requested <br />CPI increases. He feels the City officials will be creating the index and that is not <br />fair. He feels those provisions regarding CPI increases should be withdrawn until <br />D.M.G & Associates is done with their study. <br />H. Ellen Geis, 834 Cary Drive, addressed the Council, stating the fee increases <br />should have gone on a ballot before the people. She also stated she does not feel <br />the City followed the 45-day rule for noticing, and they should have provided for a <br />write-in vote for people to indicate their protest as well as their support. <br />I. Larry Hellman, President of San Leandro City Employees' Association <br />(SLCEA), addressed the Council, stating that the Public Works Department <br />employees have provided the City with dedicated service, and he feels that will be <br />jeopazdized if the City goes to the private sector for services. <br />7. Harold Perez, 2052 Vestal Court, addressed the Council in opposition to the <br />proposed taxes. He feels the City should have told the people how to fill out a <br />protest letter, as it was too complicated for some people to follow. He further <br />commented that he feels the increase in taxes should be on the ballot. <br />K. Vera Ayres, 381 Melven Court, addressed the Council, agreeing with those that <br />had spoken before her. She feels the City is squandering the citizens' money. She <br />further stated the Council is running their meetings very sneakily. She feels <br />Council Meetings should be televised. She also commented that she was offended <br />with the way the Mayor ran the meeting last week and felt the Mayor had <br />demeaned the public in attendance. <br />L. Gerard Wen, 2626 Nicholson Street, Representing San Leandro Recycling, <br />Inc., addressed the Council in support of staff recommendation #4 on page 3 of <br />the "Revised Schedule for User Fee Service Rates," which states the City will enter <br />into discussions with San Leandro Recycling, Inc., for the purpose of re- <br />negotiating its agreement with the City. <br />M. Lou Filipovich, 15376 Laverne Drive, addressed the Council, and clarified with <br />the City Clerk when something will be transcribed "verbatim" for the Minutes. He <br />commented on how some people got together to try to make a flyer out of <br />something that should have been a form letter, that should have been passed out to <br />the public along with the instructions to file a protest. He stated the City, failing to <br />do that, has a problem with what Proposition 218 is all about. He stated, for the <br />record: "What I want to call to your attention here is that right now you don't <br />have a leg to stand on because at the last election, everything that you're going to <br />take care of was defeated. You didn't do it in chronological order the way that <br />they should have been presented, because there were four sepazate items with <br />three issues -the run-off water, the recycling and the sewer, and the refuse or <br />garbage. Now, each one of those should have been an individual public hearing <br />
