Minutes -City of San Leandro City Council Meeting <br />August 17, 1998 <br />Page 9 <br />A Motion was made by Council Member Grant, seconded by Council Member <br />Loeffler, to adopt a Resolution Amending Title 6, Chapter 5 of the San Leandro <br />Administrative Code Relating to Refuse Fees (provides fora 6.4% adjustment to <br />fees and charges, effective July 1, 1998, without annual Consumer Price Index <br />adjustments thereafter). <br />The Motion failed with the following vote: Ayes: Grant, Loeffler, Young (3); <br />Noes: Galvan, Glaze, Lothrop, Nardine (4) <br />Vice Mayor Galvan indicated he did not support the rate increase because he feels <br />we need to go to curbside service, and we need to do it now. He feels there will <br />be reduced labor costs when that happens. <br />Council Member Lothrop agreed with Vice Mayor Galvan, stating all the cost- <br />savings measures should be implemented now. <br />Council Member Glaze indicated it is time for staff to be creative and to live within <br />the means. <br />The following Motion was then introduced: <br />-- Minute Order No. 98-48, Matter of Adoption of Proposed Rate Increase for <br />Refuse Service Charges. (1051/1078/2318) <br />The City Council rejected the proposed rate increase for Refuse Service <br />Charges, leaving the recycling fee at $5.10 per month and the residential <br />refuse rate at $10.10 per month, and approved staff recommendations <br />nos. 2-7 on page 3 of the "Revised Schedule for User Fee Service Rates," <br />as follows: <br />2. Curbside residential garbage service is proposed to replace the <br />current, rear-yard service as of January 1999. <br />3. The annual, unlimited debris pickup program will be eliminated in <br />1998-99. In place of this service, residents will be provided debris <br />pickup once a year on a call-in basis as a supplement to their <br />weekly garbage service. <br />4. The City will enter into discussions with San Leandro Recycling, <br />Inc., the private contractor providing residential recycling, for the <br />purpose of re-negotiating its agreement with the City. <br />5. The City will explore the opportunity of having the Oro Loma <br />Sanitary District provide refuse service to the entire San Leandro <br />service area. <br />
