Minutes -City of San Leandro City Council Meeting Page 6 <br />September 8, 1998 <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person; however, at City Council's <br />discretion, based upon the number of speakers, the time allotted may be less. The <br />public is invited to make any comments related to Agenda items, or other items of <br />public interest, at this time. <br />A Bob Lee, 138$ Drake, President of the Washington Manor Homeowners' <br />Association, addressed the Council and indicated their support of the placement <br />for the Manor Branch Library and their support for the purchase of the proposed <br />property as stated in Council Agenda Item 6.Q. He continued by thanking <br />Council Member Glaze and past Council Member Howard Kerr for their continued <br />support of this project. He then took a moment to remember Ann Dean who had <br />worked tirelessly in support this library. He concluded by stating their Association <br />stands ready to give their support for the necessary remodeling. He also invited <br />the Council to their Annual Day in the Park, scheduled for October 3, 1998. <br />B. Carey Walker, 471 Santa Monica, addressed the Council regarding the recent <br />Gun Tax Ordinance, needed traffic studies, MTBE in gasoline, vehicle exhaust, <br />and the water run-off tax. <br />C. Nancy Skalpell, Representing Alameda County Transit, addressed the Council, <br />requesting that the Guidelines include language indicating any proposal to install <br />"speed humps" require consultation with AC Transit. She noted such clarification <br />would ensure A.C. Transit and the City would continue to work together toward <br />the many positive aspects to a Ciry which has atransit-friendly environment. <br />D. Joel Hartz, 13125 Neptune Drive, addressed the Council, stating he would like <br />to see Neptune Drive removed from the Speed Humps item. He also expressed <br />concern with the reconfiguration of Marina Boulevard. <br />E. Howard Kerr, 15388 Norton Street, addressed the Council in support of the <br />purchase of property for the Washington Manor Library and concluded by <br />commending staff for their work on the speed humps program. <br />F. Dana Johnson, 343 Farrelly Drive, addressed the Council regarding the speed <br />humps program and noted it is a great idea. He also commented that, perhaps <br />there will be City workers who will enforce the nudity Ordinance for the City. He <br />commented on the unloading zone on Breed Avenue and indicated the work being <br />done on Breed Avenue is affecting the ability of parents to drop their children off <br />at the school. He feels it is currently a dangerous situation. He relayed comments <br />to the Council regarding having seen Police Officer Rose writing tickets for <br />illegally parked vehicles rather than helping direct the traffic at the school today. <br />He would like to see the Police Officers helping with the traffic flow rather than <br />writing tickets in that area. <br />
