Approved as amended. (1022/1004) <br />M/5/C Loeffler and Glaze. Ayes: 7; Noes: 0 <br />-- Resolution No. 98-98, Resolution Approving Installation of Speed Humps at <br />Various Locations Throughout the City (Lark Street between 148' Avenue and <br />150 Avenue; Leonard Drive between Johnson and Williams Street; Neptune <br />Drive between Marina Boulevard and Williams Street; Durant Avenue between <br />MacArthur Boulevard and Kenilworth Avenue; Norton Street between Fargo <br />Street and Lewelling Boulevard). (1022/1004) <br />M/S/C Loeffler and Glaze. Ayes: 7; Noes: 0 <br />S.D Matter of Establishing School-Bus Loading Zones (establishes school-bus loading <br />zones at Corvallis, Dayton, and Washington Manor Schools). Removed from the <br />Consent Calendar to New Business. <br />Council Member Nardine expressed concerns with the staff parking lot at Corvallis <br />School being used by parents dropping offtheir children. <br />Considerable Council discussion took place regarding the bus loading zones at <br />Corvallis School and Washington Manor School. The safety of children, as well as <br />traffic circulation, were expressed as concerns, along with trying to accommodate the <br />School District with the bus loading zones needed to help facilitate the safe transport <br />of children. The Council also discussed the necessity of moving forward with these <br />proposals prior to looking further into the traffic circulation, parking, and safety <br />issues. It was noted the urgency is due to school starting on September 14, and there <br />needs to be a plan in place. The need to look at alternate sites for loading and <br />unloading was expressed, with regard to Washington Manor, as being an urgent <br />matter given the safety issues and street configuration concerns expressed earlier. <br />Council expressed a desire for staff to look into a Plan "B" for that school. <br />Council directed staff to review the Washington Manor site and look at alternatives, <br />keeping safety, parking, and traffic circulation in mind. It was stressed that it is the <br />City's role to regulate safety and traffic, regardless of the urgency for accommodating <br />the bus loading zones. <br />Council Member Galvan suggested the traffic tickets written this morning be forgiven <br />and suggested staff look at an alternative area for parents to unload students at <br />Corvallis. <br />The City Manager responded that he will talk with Chief Maginnis regarding this <br />issue and report back to the Council on the outcome. <br />
