NEW BUSINESS Items removed from the Consent Calendar: S.B Matter of Speed Humps (amends the "Guidelines for Design and Application of Speed Humps" and provides for the installation of speed humps at various locations throughout the City). Mayor Young commented on the letter received from A.C. Transit and suggested Council support the language change requested. In response to Council's question, Ray Davis explained the public process that was involved in the speed-hump issue. Council discussion ensued regarding studies done regarding the diversion issue due to speed humps on certain streets, and it was noted the goal is to keep through traffic out of the area. It was noted that speed humps do slow down emergency vehicles. Mayor Young noted that staff will clear up any discrepancies regarding signatures from the Neptune Drive area before doing speed humps on that street.
