Minutes -City of San Leandro City Council, San Leandro Economic Page 9 <br />Development Agency, and San Leandro Redevelopment Agency Joint Meeting <br />November 2,1998 <br />6.E Resolution Approving Final Subdivision Map, Subdivision Improvement Agreement <br />(Public Improvements), and Acceptance of Dedication of Public Easements and <br />Right-of--Way for Tract 7001 (provides for twenty-five [25], single-family units on <br />Thornton Street, Carpentier Street, and the proposed Thornton Place; Subdivider and <br />Developer: Westco Community Builders, Inc.). Removed from the Consent <br />Calendar to New Business. <br />Council Member Loeffler clarified that the Parkland-In-Lieu Fees go to a General <br />Fund Reserve Account for park improvements. <br />The following Resolution was then introduced: <br />Resolution No. 98-143. Resolution Approving Final Subdivision Map, Subdivision <br />Improvement Agreement (Public Improvements), and Acceptance of Dedication of <br />Public Easements and Right-of--Way for Tract 7001 (provides for twenty-five [25], <br />single-family units on Thornton Street, Carpentier Street, and the proposed Thornton <br />Place; Subdivider and Developer: Westco Community Builders, Inc (2849) <br />1'VI/S/C Galvan and Loeffler. Ayes: 7; Noes: 0 <br />A. Matter of Library Retrofit/Renovation/Expansion Project -Status Update and <br />Recommendations. <br />The City Manager gave an overview of the project renovation and process being <br />proposed. Rick Mason, Architect, went over the project drawings and Bill Algire, <br />Duector of Engineering and Transportation, went over the project scheduling <br />proposed. Mike O'Brien, Turner Construction, spoke about the multiple prime <br />construction approach. Director of Community Services, Dave Bohne, reviewed <br />the programs and expansion needs in relation to services provided to the <br />community. In conclusion, Tim Hansen, Finance Director, went over the <br />proposed, project-funding options. <br />Council questions and issues were discussed relating to the multiple prime <br />construction approach. It was recognized that the Library-Historical Commission <br />has been out-front with regard to this project, and it is hoped what is proposed this <br />evening meets their needs. The Council also recognized the commitment of the <br />Library-Historical Commission to spearhead community fundraising which is <br />greatly needed. <br />It was stressed that the bonds would be internal, City loans that would be paid <br />back. This will not affect any tax rates or any assessment districts. The general <br />public will not realize any tax increases. There is a cap on the project at $13.5 <br />million dollars. <br />
