Minutes -City of San Leandro City Council and Page 4 San Leandro Redevelopment Agency Joint Meeting -December 21,1998 5. Council Member Loeffler agreed with comments about the work of our staff. He noted that we have had a very challenging yeaz. He added that hopefully in 1999 we will see a breaking of the ground for the Conference Center. He noted that recently attended a Historical Society Dinner and the issue of the General Plan was discussed. He remazked about the first class Carlton Plaza project across the street. He also reported on attendance at the Encore Music Concert. He continued by stating that he also attended the School Boazd Swearing-In as well as Wilma Chan's breakfast held at City Hall. 6. Council Member Lothrop also thanked the staff for their efforts. She reported on the Airport Noise Forum noting that they discussed pursuing the testing of the crosswinds runway. She added that she held a recent meeting regarding the airport issues and noted that a lot of the work out of the airport has certainly slowed down, if not stopped, because of the outcome of the recent lawsuit. She would like to see an Airport Ad Hoc Committee Meeting held as it has been sometime since one has taken place. Regazding the surveys about the General Plan, Council Member Lothrop expressed concern that they aze only being distributed through the City News and/or the newspaper. She voiced concerns with those that do not speak English. She noted that there are also business owners in the community that do not speak English and would like to see another way to reach out to the non-English speaking community. Council Member Lothrop also commented on the state-mandated waste reduction guidelines. She expressed concern with the Davis West comdor azea. She proposed that the Council have a joint session Planning Commission and Board of Zoning Adjustments to discuss this issue. It was noted that perhaps other pertinent agencies should be invited, as well. Mayor Young responded that Waste Management should be included. She would like to see some sort of Study Session set up including all the agencies. Council was supportive of that idea. Council Member Lothrop shared written materials from the Home Builders Association. She concluded by sharing information relating to trees. She noted that it is an ordinance and information from the City of Davis. She would like to see a report back about the feasibility of having a similaz ordinance. Council Member Lothrop additionally commented on the lighted boat parade in the Marina recently. She noted that it was really wonderful. She posed the idea of having some sort of video made of living, working and doing business in San Leandro.
