Minutes -City of San Leandro City Council and Page 4 <br />San Leandro Redevelopment Agency Joint Meeting -December 21,1998 <br />5. Council Member Loeffler agreed with comments about the work of our staff. <br />He noted that we have had a very challenging yeaz. He added that hopefully in <br />1999 we will see a breaking of the ground for the Conference Center. He <br />noted that recently attended a Historical Society Dinner and the issue of the <br />General Plan was discussed. He remazked about the first class Carlton Plaza <br />project across the street. He also reported on attendance at the Encore Music <br />Concert. He continued by stating that he also attended the School Boazd <br />Swearing-In as well as Wilma Chan's breakfast held at City Hall. <br />6. Council Member Lothrop also thanked the staff for their efforts. She reported <br />on the Airport Noise Forum noting that they discussed pursuing the testing of <br />the crosswinds runway. She added that she held a recent meeting regarding <br />the airport issues and noted that a lot of the work out of the airport has <br />certainly slowed down, if not stopped, because of the outcome of the recent <br />lawsuit. She would like to see an Airport Ad Hoc Committee Meeting held as <br />it has been sometime since one has taken place. <br />Regazding the surveys about the General Plan, Council Member Lothrop <br />expressed concern that they aze only being distributed through the City News <br />and/or the newspaper. She voiced concerns with those that do not speak <br />English. She noted that there are also business owners in the community that <br />do not speak English and would like to see another way to reach out to the <br />non-English speaking community. <br />Council Member Lothrop also commented on the state-mandated waste <br />reduction guidelines. She expressed concern with the Davis West comdor <br />azea. She proposed that the Council have a joint session Planning Commission <br />and Board of Zoning Adjustments to discuss this issue. It was noted that <br />perhaps other pertinent agencies should be invited, as well. <br />Mayor Young responded that Waste Management should be included. She <br />would like to see some sort of Study Session set up including all the agencies. <br />Council was supportive of that idea. <br />Council Member Lothrop shared written materials from the Home Builders <br />Association. She concluded by sharing information relating to trees. She <br />noted that it is an ordinance and information from the City of Davis. She <br />would like to see a report back about the feasibility of having a similaz <br />ordinance. <br />Council Member Lothrop additionally commented on the lighted boat parade in <br />the Marina recently. She noted that it was really wonderful. She posed the <br />idea of having some sort of video made of living, working and doing business <br />in San Leandro. <br />
