Hollister <br />City Manager <br />Luke Sims, Commu' Development Director <br />Cynthia BattenbergUB~usiness Development Manager <br />Tim Ricard, Development Specialist <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING A LICENSE AGREEMENT WITH THE MASONIC TEMPLE <br />ASSOCIATION OF SAN LEANDRO FOR USE OF PUBLIC RIGHT OF WAY FOR ACCESS <br />TO ELEVATOR SHAFT AT 116 WEST JOAQUIN AVENUE; APN: 077-0545-008-00 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve the attached resolution authorizing a license <br />agreement between the City of San Leandro and the Masonic Temple Association of San <br />Leandro for use of City right of way adjacent to the Masonic Temple building at 116 West <br />Joaquin Avenue. <br />BACKGROUND <br />Analysis <br />The Masonic Temple Association of San Leandro owns the historic building at 116 West Joaquin <br />Avenue in downtown San Leandro. Adjacent to this property in the City owned West Joaquin <br />Avenue sidewalk right of way are existing service doors used to aces the basement and elevator <br />shaft of the building. No written records could be found on when these service doors were <br />installed or if any easements were granted. Dates stamped on the metal freight doors indicate <br />they were installed in approximately 1915. <br />The construction of the new Joaquin Plaza brought the non-conforming service doors to the <br />attention of City staff. Inspection of the doors and their use was conducted and it was <br />determined that elimination of the doors would prohibit any future repair of the Masonic Temple <br />elevator, due to restricted basement access through the building. <br />The City recommends replacing the existing utility doors with doors designed to match the <br />Joaquin Plaza hardscape improvements and granting a revocable license to the Masonic Temple <br />Association for the purpose of accessing the basement for elevator maintenance and repair. <br />
