Hollister City Manager Luke Sims, Community Development Director Tom Liao, Housing/CDBG Manager ~~° Steve Hernandez, Housing Specialist I~-"`~ SUBJECT PROJECT/PROJECT DESCRIPTION: MATTER OF AMENDMENTS TO THE FY 2005-2009 CONSOLIDATED PLAN AND TO THE FY 2009-2010 ACTION PLAN SUMMARY AND RECOMMENDATION The City's FY 2005-2009 Consolidated Plan and FY 2009-2010 Action Plan must be amended in order for Community Development Block Grant (CDBG) funds to be committed to Davis Street Family Resource Center (DSFRC) for the acquisition of its current facility. Staff recommends the City Council hold a public hearing, provide direction to staff on the amendments to the FY 2005-2009 Consolidated Plan and to the FY 2008-2009 Action Plan, make the summary of the amendments available for public comment fora 30-day period from June 6 -July 6, 2009, and set a public hearing for July 6, 2009 to consider final approval of the amended Consolidated and Annual Action Plan. BACKGROUND On April 6, 2009, the City Council resolved to commit $500,000 from a local funding source to assist Davis Street Family Resource Center purchase its current facility located at 3081 Teagarden Street in San Leandro. City staff identified CDBG funds as the appropriate funding source for DSFRC pending completion of a "substantial change or amendment" to the City's FY 2005-2009 Consolidated Plan and FY 2009-2010 Action Plan in compliance with the City's U.S. Department of Housing and Urban Development (HUD) required Citizen Participation Plan (CPP). The CPP governs the process of amending the Five Year Consolidated and Annual Action Plans. Therefore, the City plans to amend the FY 2005-2009 Consolidated Plan objectives under the "Community Development Needs -Public Facilities and Improvements" Priority by:
