CITY Off' SAN LEANDRO
1VIEMORANllUM
DATE: May 14, 2009
TO: City Council Business & Housing Development Committee
FROM: Luke Sims, Commu~n~ity{Development Manager
BY: Cynthia Battenberg;~tisiness Development Manager
SUBJECT: DOWNTOWN PARKING GARAGE REPLACEMENT PARKIl~I'G
Demolition of the 246 space Downtown Parking Garage and construction of a new four or five story
garage is scheduled to begin in-Fall 2009. The project is projected to take 18 - 24 months to
complete. Although not legally obligated to do so, City staffhas been working to secure replacement
parking and has been meeting with surrounding businesses to ensure the least possible impact on
their operations. Approximately 242 replacement parking spaces have been identified and are
scheduled to be available at 1550 East 14~' Street (former Albertsons' site) and at the North-West
comer of Davis Street and Hays Street (former Chamber of Commerce/Mustang bar site).
The City leases out all but the 86 ground floor parking spaces in the garage to the surrounding
businesses for employee parking. The loss of the 86 ground floor one and three hour parking spaces
will impact the surrounding parking lots - at Regency Center, Long's and Tequila Grill. In order to
have the least impact on downtown businesses, staff is encouraging other businesses in the area
whose employees park in the Regency, Long's and Tequila Grill parking lots (and move their cars
throughout the day) to lease spaces in one of the two replacement parking lots. In light of this, as
well as in recognition of the fact that the replacement parking lots are less convenient than the garage
and will likely cost the City less to maintain, staff recommends adjustments to the monthly parking
fees as follows:
Current Proposed
Parking Structure Temporary Parking
Reserved spaces $80 $50
-----_-._ Unzesenced spaces___~__-------------,._______$55____~------__.-_$30 ___~_____
As the FY 2008-09 parking permits expire on June 30, 2009 and renewal letters must be sent as soon
as possible, the renewal letters for FY 2009-10 parking permits will include the proposed Temporary
Parking Fees for the replacement parking lots and the new Temporary Parking Fees will be brought
to the City Council for adoption in June.
\\CH-FPOI\Dept$\Civt\DEP11OBD\Files RDAUoint Project Area\Estudillo Crarage - 2008 Bond\TemporaryParkingFeeCH&D 5-14-
09.doc
