Mayor Santos reported that he visited a digester facility in Munich, Germany, which produced enough power for 1,000 households. He noted that San Leandro could be the first city in the U.S. to have such a facility. B.Reports on Conferences and Seminars Councilmember Gregory reported that he attended the Alameda County Mayors Conference meeting in Fremont. At the meeting, he reported on the postponement of the 50 Million Pound Challenge Walk-Off, which has been rescheduled to Saturday, September 12. Councilmember Gregory also reported on the TransForm annual summit, where there was a discussion on the high cost of transportation, and a car-free challenge that is proposed for June. More information on the car-free challenge will be available at the Shape-Up San Leandro booth at the Cherry Festival. C.Reports on Empowerment Funds Mayor Santos reported that he made the following contributions from his Community Empowerment Funds: $300 to Garfield Elementary School toward the cost of a new refrigerator; $500 to the San Leandro Arts Council; and $100 to San Leandro High S D.Reports on City Council Committees 1.Measure WW Ad Hoc Committee Meetings of January 29, 2009, February 9, Accepted as submitted. 2009, and April 6, 2009. Vice Mayor Starosciak reported that the City would receive $3.7 million in bond proceeds for parks projects from Measure WW. For a project to be eligible for Measure WW funding, the City must have long term use of the property, and the project must have a 20-year lifespan. Vice Mayor Starosciak noted there were many projects that were eligible for the funding. The Ad Hoc Committee held a number of meetings, and selected the following three projects for recommendation to the Council for the use of Measure WW grant funds: 1) new park pathways ($250,000); 2) Marina Park picnic area renovations ($988,000); and 3) San Leandro Family Aquatic Center competitive pool (remainder of WW funds). Vice Mayor Starosciak stated that she felt it was time for the City Council to hold a work session and open the matter up for public discussion. She suggested that at the work session, the Council be provided with the full list of CIP parks projects, along with the dollar amounts and potential funding sources for each. Councilmember Starosciak indicated that the San Lorenzo Unified School District has suggested that the competitive pool could be a joint use project, and that the District could assist financially with bond funds.
