DRAFT MINUTES <br /> Page 12 <br />May 18, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />shortfall. He added that StopWaste.Org would not make its 2010 objectives. Mayor <br />Santos reported that he visited a digester facility in Munich, Germany, which produced <br />enough power for 1,000 households. He noted that San Leandro could be the first city <br />in the U.S. to have such a facility. <br /> <br /> <br />B.Reports on Conferences and Seminars <br /> <br />Councilmember Gregory reported that he attended the Alameda County Mayors <br />Conference meeting in Fremont. At the meeting, he reported on the postponement of <br />the 50 Million Pound Challenge Walk-Off, which has been rescheduled to Saturday, <br />September 12. Councilmember Gregory also reported on the TransForm annual <br />summit, where there was a discussion on the high cost of transportation, and a car-free <br />challenge that is proposed for June. More information on the car-free challenge will be <br />available at the Shape-Up San Leandro booth at the Cherry Festival. <br /> <br /> <br />C.Reports on Empowerment Funds <br /> <br />Mayor Santos reported that he made the following contributions from his Community <br />Empowerment Funds: <br /> <br />$300 to Garfield Elementary School toward the cost of a new refrigerator; <br /> <br />$500 to the San Leandro Arts Council; and <br /> <br />$100 to San Leandro High S <br /> <br /> <br />D.Reports on City Council Committees <br /> <br /> <br />1.Measure WW Ad Hoc Committee Meetings of January 29, 2009, February 9, <br />Accepted as submitted. <br />2009, and April 6, 2009. <br /> <br />Vice Mayor Starosciak reported that the City would receive $3.7 million in bond <br />proceeds for parks projects from Measure WW. For a project to be eligible for <br />Measure WW funding, the City must have long term use of the property, and the <br />project must have a 20-year lifespan. Vice Mayor Starosciak noted there were <br />many projects that were eligible for the funding. The Ad Hoc Committee held a <br />number of meetings, and selected the following three projects for recommendation <br />to the Council for the use of Measure WW grant funds: 1) new park pathways <br />($250,000); 2) Marina Park picnic area renovations ($988,000); and 3) San <br />Leandro Family Aquatic Center competitive pool (remainder of WW funds). <br /> <br />Vice Mayor Starosciak stated that she felt it was time for the City Council to hold <br />a work session and open the matter up for public discussion. She suggested that at <br />the work session, the Council be provided with the full list of CIP parks projects, <br />along with the dollar amounts and potential funding sources for each. <br />Councilmember Starosciak indicated that the San Lorenzo Unified School District <br />has suggested that the competitive pool could be a joint use project, and that the <br />District could assist financially with bond funds. <br /> <br /> <br />
