RELATED TO <br />PREPARING THE SAN LEANDRO BOULEVARD-BART STATION PEDESTRIAN <br />INTERFACE PLAN. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve a contractual services agreement with Kimley- <br />Horn and Associates, Inc. for an amount not to exceed $179,837 to prepare the San Leandro <br />Blvd.-BART Station Pedestrian Interface Plan. <br />BACKGROUND <br />The proposed project is a planning/traffic study of specific access improvements at the San <br />Leandro BART Station, to include reducing the lanes on San Leandro Boulevard from 7 to S; <br />streetscape improvements; introducing on-street parking on San Leandro Boulevard between <br />Davis and Williams; implementing pedestrian crossings of San Leandro Boulevard at West Juana <br />Avenue, West Joaquin Avenue, and Parrott Street; and re-orientation of BART bus and kiss-and <br />ride areas. The traffic study will determine the impact on traffic of the proposed roadway <br />changes, and recommend necessary configuration requirements in order to provide an access <br />system that meets all of the transportation modes needs. The City has been awarded a <br />$175,000.00 planning grant from the Metropolitan Transportation Commission to complete this <br />plan. This plan helps implement the City's Transit-Oriented Development (TOD) Strategy by <br />making bicycle and pedestrian connections to the BART station to the surrounding community <br />safe and user friendly. A final EIR, which incorporates public feedback, was completed for the <br />TOD Strategy plan and was certified by the City Council on September 4, 2007. <br />Staff distributed a Request for Proposals (RFP) in December 2008 to approximately 7 consultant <br />firms in the Bay Area with expertise in transit-oriented development and transportation. planning. <br />The City received three proposals by the January deadline and all three firms were interviewed in <br />February 2009. <br />
