Hollister <br />Executive Director <br />Luke Sims, Community Development Director <br />Cynthia Battenberg, Business Development Manager <br />Tim Ricard, Development Specialist <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING THE SAN LEANDRO REDEVELOPMENT AGENCY <br />EXPANSION PARCEL STUDY COMPLETED BY THE SZFM DESIGN GROUP AND <br />AUTHORIZING THE EXECUTIVE DIRECTOR TO SOLICIT PROPERTY OWNER <br />AND/OR PRIVATE DEVELOPER INTEREST IN PARTICIPATION IN IMPLEMENTATION <br />OF THE STUDY. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the Redevelopment Agency approve the attached resolution approving the <br />San Leandro Redevelopment Agency Expansion Parcel Study (Exhibit A) and authorizing the <br />Executive Director to solicit property owner and/or private developer interest in participating in <br />the implementation of the study. <br />BACKGROUND <br />Analysis <br />The Bayfair Center was purchased by Madison Marquette in 2003. Over the last six years <br />Madison Marquette has undertaken extensive redevelopment and repositioning of the property, <br />including the demolition of obsolete buildings and addition of new retail space such as Kohl's, <br />Target, Staples, as well as the renovation of the interior of the mall, parking lot reconfiguration <br />and a new food court. <br />In addition, Madison Marquette, BART, Alameda County and the City have been working <br />cooperatively for the past two and half years to develop a Transit Oriented Development (TOD) <br />Strategy to guide future growth around the BART station and Bayfair Center. To date these <br />efforts have included gathering input through numerous public meetings and developing a <br />strategic plan which explores residential development around the BART Station, moving the <br />
