existing surface parking into amulti-story parking garage and creating a retail connection <br />between the Bayfair Center, Cinemark Theater and the BART station. <br />The combination of the ongoing redevelopment of Bayfair Center and the future development <br />outlined in the TOD Strategy has positioned the area for continued positive future growth. <br />However, three parcels under single property ownership have remained underutilized for the past <br />several decades. These three parcels make up an approximately 2.5 acre site which has been <br />leased by the Bayfair Center for surface parking. As the center has undergone repositioning, it <br />has become clear that the surface parking does not take full advantage of the site's proximity to <br />the movie theater and East 14th Street frontage. To insure the continued redevelopment of this <br />area and encourage the property owner to develop this critical underutilized site, a development <br />study was undertaken by the Agency and will be used to solicit property owner and/or private <br />developer interest. <br />The development study was performed by SZFM Design Group and explored the development <br />of the site in the context of the planned improvements for Bayfair Center, future TOD residential <br />development, enhanced vehicle circulation in and around Bayfair Center and the long term <br />potential of Bus Rapid Transit access between East 14th and BART. <br />The San Leandro Redevelopment Expansion Parcel Study completed by SZFM Design Grouph <br />shows how the development of the site can connect Bayfair Center, the theater and the East 14t <br />Street frontage. This study calls for the construction of two new buildings: an approximately <br />6,500 square foot free-standing restaurant pad along East 14th Street and an approximately <br />45,000 square foot mixed use office and retail building. The restaurant pad will build upon the <br />highly successful freestanding Chili's and Starbucks locations at Bayfair Center. The mixed use <br />building will create a more engaging retail atmosphere on the southern side of Bayfair Center <br />and utilize the mixed use principles outlined in the TOD Strategy.
