Hollister <br />City Manager <br />Debbie Pollart, Facilities & Open Space Manager <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />RESOLUTION ALLOWING THE USE OF A SOLE SOURCE CONTRACT AGREEMENT <br />WITH JOHNSON CONTROLS FOR BUILDING MANAGEMENT SYSTEMS <br />SUMMARY AND RECOMMENDATION <br />It is recommended City Council approve a resolution allowing the use of a sole source contract <br />agreement with Johnson Controls for retro-fitting the building controls of certain existing City <br />buildings and for future new municipal projects. <br />BACKGROUND <br />The City's current building controls system, Novar, was initially instituted in approximately <br />1992. It is installed in the following buildings: South Offices, Boys & Girls Club, Police, City <br />Hall, Public Works, Main Library, Marina Community Center, Manor Library, San Leandro <br />Family Aquatic Center, History Museum, and Fire Station #10. Novar is not a designated sole <br />source, but for the sake of uniformity throughout City buildings, it has continued to be utilized. <br />Novar is utilized to regulate the heating, ventilation and air conditioning (HVAC) for buildings <br />and is also used to regulate exterior building and parking lot lighting at City Hall. <br />DISCUSSION <br />Approximately three years ago, Novar was purchased by Honeywell. Because Honeywell has <br />their own family of building control systems, they have no plans to upgrade Novar and plan to <br />eventually discontinue it. Novar operates on an 8-bit operating system, compared to current <br />technology which is at 64-bit or better. In the past three years, staff has noted that various <br />replacement parts are no longer available for purchase, as they are no longer being manufactured. <br />In addition, there is only one factory-authorized service representative within the Bay Area, <br />which effectively eliminates the competitive bidding process. Lastly, there is no staff training <br />offered that would allow us to do some of the maintenance in-house. <br />With Johnson Controls, in addition to regulating the HVAC components, the system also allows <br />for expansion to include interior building lighting and also has an electronic door lock <br />component. Johnson Controls is an open protocol system, meaning that components from other <br />manufacturers can be easily integrated and they will all be able to `speak' to each other. Johnson <br />Controls is also aweb-based system, meaning that changes can be made from any computer with <br />
