Hollister <br />City Manager <br />FROM: Luke Sims, Community Development Director <br />BY: Sally Barron, Senior Planner <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO PARTICIPATE IN ACOST- <br />SHARING AGREEMENT WITH STOPWASTE.ORG FOR THE PROPOSED COUNTY- <br />WIDE RESOURCE EFFICIENCY PROJECT FOR GREENING EXISTING BUILDINGS <br />AND LANDSCAPES ("GREEN PACKAGES") <br />SUMMARY AND RECOMMENDATION <br />Stopwaste.Org is seeking the support of Alameda County cities to contribute approximately four <br />percent of their Energy Efficiency and Conservation Block Grant (EECBG) stimulus money to a <br />County-Wide Resource Efficiency Project for Greening Existing Buildings and Landscapes <br />program known as the "Green Packages." One of the primary purposes for the pooling of <br />Alameda County resources is to provide an opportunity for local jurisdictions to leverage these <br />funds to acquire additional competitive grants. Staff is requesting City Council authorization to <br />allow the City Manager to participate in acost-sharing agreement with Stopwaste.Org. <br />City staff is currently working to put together a series of programs for our EECBG application <br />that include upgrades to municipal facilities as well as energy efficiency programs for the <br />residential and commercial buildings in the San Leandro community. The plan for the EECBG <br />application is being presented in a separate report this evening. <br />BACKGROUND <br />Building construction in the 21St century has had increased impacts on energy consumption, <br />greenhouse gas emissions, waste generation, water use, transportation, and other quality-of--life <br />factors. The California Air Resources Board estimates that the building sector is the second <br />largest contributor to green house gas emissions behind the transportation sector. An effective <br />way to reduce these impacts is by incorporating "green" building and landscape measures in <br />existing buildings. <br />The Stopwaste.Org Green Packages project is a county-wide program to stimulate demand and <br />strengthen the infrastructure for retrofits of existing residential and small commercial buildings. <br />While energy is the main focus, the program will also establish retrofit standards to conserve <br />water (e.g., water-efficient showerheads) and other resources (e.g., recycled-content products). <br />
