Leandro's allocation is $732,400 and all funds are required to be obligated committed within 18 <br />months from the award date, with funds spent within 36 months of the award date. <br />DISCUSSION <br />The City Manager has designated the Public Works Department as the lead department for <br />preparation of the EECBG submittal. A working group has been formed including staff from <br />Public Works, Community Development and the Engineering & Transportation Departments, <br />with the purpose of determining a list of potential eligible projects. Eligible activities as specified <br />by the DOE include the following: <br />• Development of an Energy Efficiency and Conservation Strategy <br />• Technical Consultant Services <br />• Residential and Commercial Building Energy Audits <br />Financial Incentive Programs <br />• Energy Efficiency Retrofits <br />• Energy Efficiency and Conservation Programs for Buildings and Facilities <br />• Development and Implementation of Transportation Programs <br />• Building Codes and Inspections <br />• Energy Distribution <br />• Material Conservation Programs <br />• Reduction and Capture of Methane and Greenhouse Gases <br />• Traffic Signals and Street Lighting <br />• Renewable Energy Technologies on Government Buildings <br />The grant submittal requires that cities submit an Energy Efficiency and Conservation Strategy <br />(EELS) either as part of the June 25th submittal, or within 120 days after the June submittal date. <br />Based on advice from the City's grant writer and an energy efficiency consultant, staff is <br />proposing the 2-step approach for the submittal, allowing additional time for completion of the <br />EECS. <br />The EECS is not the same as the City's Draft Climate Action Plan. The EECS needs to include <br />the following detailed information: 1) description of the City's proposed EECS, providing a <br />concise summary of measurable goals and objectives, which should be aligned with the defined <br />purposes and eligible activities of the EECBG Program; 2) description of the City's proposed <br />implementation plan for use of the EECBG funds to assist in achieving goals and objectives <br />outlined in part 1 above; 3) description of how the City is taking into account the proposed <br />implementation plans and activities for use of funds by adjacent units of local government that <br />are also grant recipients; 4) description of how the City will coordinate and share information <br />with the state regarding activities carried out with grant funds to maximize energy efficiency and <br />conservation benefits; 5) description of how this plan has been designed to ensure that it sustains <br />benefits beyond the EECBG funding period; and 6) description of the auditing or monitoring <br />procedures in place or that will be in place, to ensure funds are used for authorized purposes and <br />every step is taken to prevent instances of fraud, waste, error, and abuse. <br />With the 2-step submittal, once the first step is approved by DOE, the City may receive up to <br />$250,000 of the total allocation, to be used for preparation of the EECS and for any approved <br />shovel-ready projects.
