the BART station access concepts and the San Leandro Boulevard design concepts. The primary <br />stakeholders involved in this task are AC Transit and BART. Specific analyses include: <br />• A review of the current bus access and routing serving the BART station. <br />• Discussions with AC Transit and BART regarding existing and desired bus bay capacity, and <br />work with BART and AG Transit to better estimate the bus bay capacity of the station (see Task <br />2.4 below). <br />• An evaluation of the feasibility of expanding existing shuttle service to the BART station and <br />accommodating additional private shuttle services (this is lirraited to station design issues, not <br />ridership estimates). <br />• A summary of the potential changes in transit patterns and ridership for services within the study <br />area based on proposed and planned development. <br />• An evaluation of bus stop zones on San Leandro Boulevard and those proposed on San Leandro <br />Boulevard as an expansion of the transit plaza (see Task 2.4 below). <br />2.3 Traffic Study <br />This study proposes to analyze San Leandro Boulevard at a greater level of detail than included <br />in the Strategy ElR, based on The Crossings study, which included a more detailed analysis of <br />San Leandro Boulevard. The traffic analysis in this task will, to the extent possible, use previous <br />analysis data and prepare a study to supplement the Strategy and support the design concepts <br />being proposed. Since we do not anticipate any additional significant impacts to those in the <br />Strategy EIR; a Supplemental EIlZ will not be required for this study. <br />The TRAFFIX model developed for the Strategy EIR and refined for The Crossings study will <br />be fiu-ther modified to analyze San Leandro Boulevard to the level of detail necessary. The <br />following is a list of the study intersections. Kimley-Horn has AM and PM peak hour traffic <br />volumes for the intersections (with the year counted in parenthesis). <br />• San Leandro Boulevard/Davis Street (2006) <br />• San Leandro Boulevard/West Estudillo Avenue (no volumes available) <br />• San Leandro BoulevardlWest Juana Avenue (2008) <br />• San Leandro Boulevard/Parrott Street (2008) <br />San Leandro Boulevard/Thornton Street (2008) <br />• San Leandro Boulevard/Williams Street (2006) <br />2.3.1 Level of Service Analysis <br />Intersection level of service analysis will be performed using the operations method from the <br />2000 Highway Capacity Manual (HCM). Unless otherwise directed by Caltrans or the City, <br />levels of service and vehicle queuing will be evaluated using Synchro and/or TRAFFIX <br />software.
