2.3.2 Existing Traffic Conditions <br />The analysis of existing traffic conditions will be used as a comparison for future analysis to <br />determine the extent of any impacts. <br />The traffic analysis will include intersection Level of Service (LOS) calculations (AM and PM <br />peak hour) at intersections on San Leandro Boulevard as listed above. The analysis will take <br />advantage of available traffic counts in recent studies. Depending on the age of the traffic counts, <br />two intersections may require new AM and PM traffic counts. This scope assumes new existing <br />traffic counts will need to be collected at one intersection (San Leandro Boulevard/West <br />Estudillo Avenue); however, as an additional service, new traffic counts may need to be <br />collected at the intersections with older counts. <br />2.3.3 Near-Term Traffic Conditions <br />Near-term conditions typically consist of existing conditions plus planned and approved projects. <br />This study will take into account the number of trips proposed to be generated by the project <br />scenario evaluated in the Strategy ElR and The Crossings study. This scenario is an artificial <br />development scenario that identifies specific impacts of the alternatives for comparative <br />purposes. The near-term scenario will be used to analyze the alternatives for the conceptual <br />design of San Leandro Boulevard (Task 2.2). <br />2.3.4 Future/Cumulative Traffic Conditions <br />The cumulative conditions will represent the year 2030 or 2035, depending on Caltrans and <br />CMA requirements. This scenario is analyzed. to determine if the proposed design alternative will <br />operate acceptably in the future. <br />A growth rate for traffic projections along San Leandro Boulevard for cumulative conditions was <br />determined for The Crossings analysis. This growth rate will be used for this analysis. <br />Deliverables: Working Paper 2 -Conceptual Design Alternatives for San Leandro Boulevard <br />with Supporting Technical Analyses in Appendix <br />Meetings: Please refer to Task 1 for staff meetings <br />2.4 San Leandro BART Station Access and Circulation <br />This task revisits the conceptual design of the BART transit plaza originally identified in the San <br />Leandro/BART Area Revitalization Strategy and modified slightly in the Strategy. The consultant <br />team will develop up to three (3) alternative access and circulation concepts that accommodate <br />on-site: 1) the desired number of AC Transit bus bays and area to accommodate shuttles, 2) an <br />improved and more efficient passenger waiting and transfer area, 3) a kiss-n-ride and taxi <br />loading area, 4) access to parking, and 5) improved pedestrian and bicycle access to and through <br />the transit plaza. The concepts will be coordinated with the San Leandro Boulevard and <br />pedestrian crossing design concepts. Specific issues that will be addressed consist of: <br />• Working with BART and AC Transit to better estimate the bus bay capacity of the station, to <br />identify alternate locations for bays or for staging buses, or to identify a change in operations or <br />the use of technology (such as changeable message signs) that would allow the sharing of bays. <br />We will also look at new configurations that will yield the same or maximum number of bays as <br />San Leandro Blvd-BART Interface Plan June, 2009 <br />24 of 38 <br />
