iv. Final conceptual plans and engineers planning level cost estimates addressing any comments made <br />on draft submittals. <br />v, Meeting minutes <br />Task 4: Develop Impact Fee and Report: <br />Task 4.1- Development of Impact Fee. Consultant will determine the total cost of correcting the capacity <br />deficiencies in the storm and sanitary sewer systems, allocate a fair share to new development, and <br />propose impact fees to collect the fair share. Only cost associated with capacity increase specific to <br />development within the TOD district will be included in the fees. In order to be compliant with the California <br />Government Cotle Section 66000 (AB 1600), only cost associated with providing additional storm and <br />sewer capacity for new customers will be included. Any identified repair or rehabilitation cost will not be <br />included in the impact fees. Improvements required at the water pollution control plant, if any, that would be <br />required to mitigate impacts of development will not be included within this impact fee. For the purpose of <br />this study, any required improvements at the water pollution control plant and utilized sewer pipe capacity <br />outside the TOD District are assumed to be covered by the sewer connection fee. <br />Task 4.2 -Report Preparation. Consultant will prepare an engineer's report with the proposed impact fees <br />and justification for the fee amounts. The report will propose separate impact fees for storm and sewer <br />system mitigations in compliance with California Government Code section 66000 (AB 1600). The impact <br />fee per equivalent dwelling unit (EDU) will be calculated, This impact fee will then be extrapolated <br />specifically to the type of development such as single family homes, multi-family housing, special housing <br />units, retail stores, and restaurants using standard equivalents. The fee will include credits for storm water <br />detention and trash reduction facilities. Consultant will prepare one (1) original set of presentation materials <br />for public outreach and City Council hearings. <br />Task 4,3 -Task Review Meeting. This task includes one (1) meeting to review the task deliverables after <br />City review is complete. <br />Task 4 Meetings: <br />i. Meet #o review comments on Draft submittals. <br />Task 4 Deliverables: <br />i. Draft report that includes maps, conceptual solutions to deficiencies, cost estimates of solutions, <br />identification of parcels within the impact fee area, and proposed impact fee rates for various types of <br />development <br />ii. Meeting minutes <br />iii. Presentation material <br />iv.
