Hollister <br />City Manager <br />RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH <br />CREEGAN + D'ANGELO CONSULTING AND CIVIL ENGINEERS RELATING TO THE <br />PREDA STREET-SAN LEANDRO CREEK SANITARY SEWER UPGRADE PHASE 2, <br />PROJECT NO. 593-52-121. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement with Creegan + D'Angelo <br />Consulting and Civil Engineers (C+D), in the amount of $81,000 to provide design and <br />environmental services for Phase 2 of the subject project. <br />BACKGROUND <br />Two large sewer main lines cross San Leandro Creek near the north end of Preda Street adjacent <br />to Union Pacific's main rail line. The pipes are supported by two independent parallel bridge <br />structures spanning approximately 80 feet. The bridges were constructed in 1938 and 1974. The <br />crossings are considered potentially high-risk facilities because any sewer leaks could cause <br />unacceptable environmental and water quality impacts, and associated costs for clean-up and <br />repair could be monumental. <br />Phase 1 of this project analyzed the stability of the creek banks and the structural performance of <br />the pipelines, bridges and foundations under both normal conditions and during seismic activity. <br />Deficiencies to the bridge trusses and pipeline joints were identified, while the foundations and <br />bank stability appeared adequate. <br />Structural improvements to the bridge truss structures could be augmented in place. However, <br />upgrades to the pipeline will require excavation and disturbance into the creek banks, requiring <br />agency permitting. <br />
