IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2009-103 (2096) RESOLUTION APPROVING AMENDMENT #1 TO THE FY 2005-2009 CONSOLIDATED PLAN AND AMENDMENT #1 TO THE FY 2009-2010 ACTION PLAN AND AUTHORIZING THE EXECUTION OF ALL RELATED DOCUMENTS BY THE CITY MANAGER AND SUBMISSION OF THE AMENDED PLANS TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) Recitals WHEREAS, the Federal Government has made Community Development Block Grant (CDBG) funding available to local communities to meet local community development objectives; and WHEREAS, the City Council approved the FY 2005-2009 Consolidated Plan on April 18, 2005; and WHEREAS, the City Council approved the FY 2009-2010 Action Plan on Apri120, 2009; and WHEREAS, the Five-Year Consolidated Plans and the Annual Action Plans may be amended, and the substantial amendments to the Plans are subject to the citizen participation process in accordance with the City's HUD-approved Citizen Participation Plan (CPP); and WHEREAS, City staff followed and complied with the Citizen Participation Plan by making the amendments to the FY 2005-2009 Consolidated Plan and to the FY 2009-2010 Action Plan available to the public for comment; and WHEREAS, the City Manager has recommended Amendment #1 to the FY 2005-2009 CDBG Consolidated Plan to add non-profit facility acquisition as an objective and activity under the "Community Development Needs -Public Facilities and Improvements" priority and the Priority Needs Summary Table; and WHEREAS, the City Manager has recommended Amendment #1 to the FY 2009-2010 CDBG Action Plan to 1) add Davis Street Family Resource Center for facility acquisition under the "Public Facilities and Improvements" and allocate $500,000 in CDBG funds for this new project (via transfer of $200,000 from Item #2 below and $300,000 from pre-award reimbursement of future CDBG funds); and 2) decrease funding for the City-wide Handicap Accessible Curb Cuts by $200,000 and transfer it to Davis Street Family Resource Center facility acquisition; and NOW THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That said amendments to the FY 2005-2009 Consolidated Plan and FY 2009-2010 Action Plan are hereby approved.
