Hollister <br />City Manager <br />Luke Sims, Community Development Directoj <br />Tom Liao, Housing/CDBG Manager T~ <br />Steve Hernandez, Housing Specialist I `~~~` <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF APPROVING AMENDMENT #1 TO THE FY 2005-2009 CONSOLIDATED <br />PLAN AND AMENDMENT #1 TO THE FY 2009-2010 ACTION PLAN AND APPROVING <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CAPITAL IMPROVEMENT <br />PROJECT (CIP) LOAN AGREEMENT FOR FY 2009-2010 BETWEEN THE CITY OF SAN <br />LEANDRO AND DAMS STREET FAMILY RESOURCE CENTER <br />SUMMARY AND RECOMMENDATION <br />Staff recommends the City Council hold a public meeting and then adopt the resolution <br />approving Amendment #1 to the FY 2005-2009 Consolidated Plan to add non-profit facility <br />acquisition as an objective and activity and Amendment #1 to the FY 2009-2010 Action Plan to <br />1) Add Davis Street Family Resource Center facility acquisition under the "Public Facilities and <br />Improvements" and allocate $500,000 in Community Development Block Grant (CDBG) funds <br />for this new project (via transfer of $200,000 from Item #2 below and $300,000 from pre-award <br />reimbursement of future CDBG funds); and 2) Decrease funding for the City-wide Handicap <br />Accessible Curb Cuts by $200,000 and transfer it to Davis Street Family Resource Center facility <br />acquisition. <br />Staff also recommends the City Council adopt the resolution approving CDBG Capital <br />Improvement Project (CIP) Loan Agreement between the City of San Leandro and Davis Street <br />Family Resource Center for $500,000 to assist Davis Street Family Resource Center in acquiring <br />its current facility at 3081 Teagarden Street. <br />
