reimbursement of the remaining value of improvements upon cessation of use of the property for public service. <br />The agreement shall require the church to repay the Participant, or City if the Participant ceases to exist, an <br />amount not less than the value of the remaining useful life of improvements. Participant shall remit the funds to <br />the City. <br />Such agreement between Participant and church shall follow the requirements set forth in 24 CFR 570.200. <br />City v~ill assist in determining the depreciating value of the improvements. <br />15. SECTION 504 -PROGRAM ACCESSIBILITY <br />A. General Prohibition Against Discrimination <br />No qualified individual with a handicap shall, solely on the basis of handicap, be excluded from <br />participation in, be denied the benefits of, or otherwise by subjected to discrimination by a contractor <br />receiving Federal assistance as part of the CDBG program. <br />1) Specific Prohibitions Against Discrimination <br />A contractor who receives Federal assistance as part of the CDBG program, in providing any <br />service, benefit, aid or housing may not, directly or through contractual, licensing, or other <br />arrangements, solely on the basis of handicap: (a) deny; (b) afford unequal treatment; (c) <br />provide ineffective service, benefit, aid or housing; (d) provide different service, benefit, aid or <br />housing; or (e) limit the enjoyment of any right, privilege, or advantage, to a qualified individual <br />with handicaps the opportunity to participate in, or benefit from, the service, benefit, aid or <br />housing; <br />B. Provisions Regarding Communications With Individuals With Handicaps <br />A contractor who receives Federal assistance as part of the CDBG program shall take appropriate <br />steps to ensure effective communication with customers, clients, and other members of the public. <br />Such steps, when appropriate, may include, but are not limited to: <br />1) Furnishing appropriate auxiliary aids where necessary to afford an individual v~ith <br />handicaps an equal opportunity to participate in, and enjoy the benefits of, a program <br />or activity receiving Federal financial assistance. A contractor is not required to <br />provide individually prescribed devices, readers for personal use or study, or other <br />devices of a personal nature. <br />2) Where a contractor communicates with customers, clients, and other members of the <br />public by telephone, telecommunication devices for deaf persons (TDD's) or equally <br />effective communication systems shall be used. <br />3) A contractor who receives Federal assistance as part of the CDBG program shall <br />adopt and implement procedures to ensure that interested persons (including persons <br />with impaired vision or hearing) can obtain information concerning the existence and <br />location of accessible services, activities and facilities. <br />Fiscal Year 09-1 o G-8 Federal Provisions <br />Capital Improvement Loan Agreement <br />
