City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br />DATE: July 9, 2009 <br />TO: Planning Commission <br />FROM: Phil Millenbah, Senior Planner <br />SUBJECT: PLN2008-00030. Site Plan Review Permit and Vesting Tentative Map, PLN2008- <br />00030 is a Single Lot (condominium purposes) Vesting Tentative Map and a Plan Review Permit <br />for a 200 Unit Market Rate Condominium Housing Project with 290 parking spaces and <br />approximately 5000 sq. ft of retail. The site is identified as "Cornerstone at San Leandro <br />Crossings". (APN 075-0039-007-05 and zoned DA -4(S)). In addition to the Cornerstone the <br />hearing shall also include the Replacement Parking Garage with 339 parking places to be located <br />on lot 3 of VTM 8010; Applicant is Westlake Development Partners, LLC. These are two <br />separate projects all part of the proposed San Leandro Crossings' master plan that also includes <br />the following individual projects; The Alameda, a 100 -unit affordable community; the San <br />Leandro Boulevard Street and Pedestrian Improvements, the Martinez Street and Pedestrian <br />Improvements, the Downtown Street, Pedestrian and Lighting Improvements. <br />SUMMARY AND RECOMMENDATION <br />As presented by the developers in previous Planning Commission work sessions, associated with <br />the San Leandro Crossings are two housing project sites, the one before the Planning <br />Commission July 9, 2009 meeting is the 200 unit market rate condominium project, called "The <br />Cornerstone at San Leandro Crossings" located on a 2.27 acre site now used as the BART <br />parking lot. The condominium development will also have 290 on-site parking spaces and <br />approximately 5,000 sq. ft. of commercial space. Located on an adjacent site is the 339 stall <br />BART replacement parking garage proposed on the west side of San Leandro Boulevard on <br />Parrott Street. The parking garage will be located on Lot 3 of the Vesting Tentative Map (Vesting <br />Tentative Map #8010) the Planning Commission approved on January 22, 2009. <br />Staff recommends that the Planning Commission 1) hear the staff presentation; 2) open the <br />public hearing; 3) discuss the material, 4) adopt the mitigated negative declaration and mitigation <br />monitoring program, 4) recommend that the City Council approve the Vesting Tentative Map <br />subject to the attached Conditions of Approval, and 5) approve Site Plan Review Permit 2008- <br />00030 for the 200 unit condominium project subject to the attached Conditions of Approval, and <br />6) approve Site Plan Review Permit PLN2008-00030 and the Conditions of Approval for the <br />Replacement Parking Garage. <br />Planning Commission July 9, 2009 <br />Cornerstone at San Leandro Crossings Public Hearing Page 1 of 14 <br />
