IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2009-107 (3161) <br />RESOLUTION APPROVING FINDINGS FOR <br />VESTING TENTATIVE MAP TRACT 7999; PLN2008-00030 <br />1400 SAN LEANDRO BOULEVARD <br />ALAMEDA COUNTY ASSESSOR'S PARCEL NUMBER 075-0039-007-OS <br />WESTLAKE DEVELOPMENT PARTNERS, LLC (APPLICANT) <br />Findings <br />The City Council of the City of San Leandro fords that the proposed map, together with the <br />provisions for its design and improvements. The proposed map will be consistent with the General <br />Plan Land Use Map, in that it provides for infill residential development. The proposed plan carries <br />out the following General Plan Policies: <br />Policy 3.01 <br />MIX OF UNIT TYPES <br />Encourage a mix of residential development types in the City, including single family homes on a variety of <br />lot sizes, as well as townhomes, row houses, live-work units, planned unit developments, and multi family <br />housing. <br />FINDING: The proposed development will provide 200 market rate multi-family housing units. This <br />housing helps the city meet its requirements under the city's draft updated Housing Element and with its <br />Regional Housing Need Allocation pursuant to ABAG and the State of California Housing and Community <br />Development department. <br />Policy 3.02 <br />MIX OF PRICE RANGES <br />Encourage a mix of price ranges to provide housing choices for San Leandro residents of all incomes and <br />ages. Opportunities to include affordable units and market rate units within the same development projects <br />should be pursued. <br />FINDING: The proposed project will provide new multi-family housing to the city. The city has had little <br />multifamily housing built for families so this project will add to the diversity of housing types in the city. <br />Policy 3.04 <br />PROMOTION OF INFILL <br />Encourage infill development on vacant or underused sites within residential areas. <br />FINDING: The proposed project is located on BART parking lot in a prime location across from the San <br />Leandro BART station. This offers residents easy commute access to cities throughout the Bay Area. <br />Policy 3.05 <br />MIXED USE ON TRANSIT CORRIDORS <br />Encourage mixed use projects containing ground floor retail and upper floor residential uses along major <br />transit corridors. Such development should be pedestrian-oriented, respect the scale and character of the <br />
