�o45flN(f91d <br />3, o CITY OF SAN LEANDRO <br />gpUHRtE$ <br />MITIGATED NEGATIVE DECLARATION <br />Notice is hereby given that the City of San Leandro finds that no significant effect on the <br />environment as prescribed by the California Environmental Quality Act of 1970, as amended will <br />occur for the following proposed project: <br />I. PROJECT NAME: Cornerstone at San Leandro Crossings (PLN 2008-00030) <br />II. PROJECT APPLICANT: Gary Wong, President, Westlake Development Partners, LLC, <br />520 El Camino Real, 9"' Floor, San Mateo, CA 94402-1722 <br />III. PROJECT LOCATION: Northwest corner of San Leandro Boulevard and West Juana <br />Avenue (APN 075-0039-007-05) and a portion of 1333 Martinez Street (APN 075-0047- <br />002 and 007). <br />IV. PROJECT DESCRIPTION: <br />The proposed project tiers off of an Environmental Impact Report prepared for the Downtown San <br />Leandro Transit -Oriented Development (TOD) Strategy that was certified in September 2007. This <br />project involves a Vesting Tentative Map and Site Plan Review (PLN2008-00030) for a <br />proposed 200 unit multi -family residential condominium project consisting of four stories of <br />studios, one- and two- bedroom units over a ground floor and basement containing a 290 -space <br />parking garage. The project also includes a BART parking structure that will replace all of the <br />BART parking (329 spaces) currently provided on Site 1 and will be between 329 to 345 parking <br />spaces. The property encompasses three parcels totaling approximately 4.22 acres that are <br />currently underutilized (Site 1) and vacant (Site 2). Site 1 has been used as a parking lot for the <br />San Leandro BART Station since 1982. Site 2 encompasses a portion of the former site of the <br />Del Monte Processing Plant. The project site is located within the Downtown San Leandro <br />Transit -Oriented (TOD) Development Strategy Area and is one of the first development projects <br />to implement the TOD Strategy. <br />V. MANDATORY FINDINGS OF SIGNIFICANCE <br />This project tiers off of an Environmental Impact Report prepared for the Downtown San Leandro <br />Transit -Oriented Development (TOD) Strategy that was certified in September 2007: The <br />mitigation measures identified herein would address all potentially significant project -related <br />impacts resulting in no significant impacts. Therefore, there is no substantial evidence, in light of <br />the whole record before the agency, that the project as revised may have a significant effect on the <br />environment. <br />
