Hollister City Manager RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS FOR THE EAST 14TH STREET (CALIFORNIA STATE ROUTE (SR)-185) MEDTANS PROJECT, PROJECT NO. 06-150-28-228, FEDERAL AID PROJECT NO. HP21L-5041(029). SUMMARY AND RECOMMENDATION Staff recommends approval of plans and specifications and call for bids for the subject project. BACKGROUND The City Council adopted the East 14th Street South Area Development Strategy, which recommends that landscaped medians be built between the travel lanes on East 14`h Street from near San Leandro Boulevard to the southerly City limits. The Redevelopment Agency (RDA) adopted the 2004-2009 Implementation Plan for the Alameda County/City of San Leandro Redevelopment Project Area, which identifies public improvements consistent with the East 14th Street South Area Plan as being of highest priority in implementing the objectives of the RDA. In 2002, the City was awarded a federal Transportation Equity Act for the 21st Century (TEA-21) grant for work on the East 14th Street corridor. This grant of $704,000, together with required matching funds provided by the RDA, will be used to design and construct this project. Analysis The project will install landscaped concrete medians, left turn pockets and pedestrian refuges on East 14th Street between 1361 Avenue and 144th Avenue. For the purpose of maximizing available funds, the project has been broken up into two parts.
