Hollister <br />City Manager <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br />FOR THE EAST 14TH STREET (CALIFORNIA STATE ROUTE (SR)-185) MEDTANS <br />PROJECT, PROJECT NO. 06-150-28-228, FEDERAL AID PROJECT NO. HP21L-5041(029). <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of plans and specifications and call for bids for the subject project. <br />BACKGROUND <br />The City Council adopted the East 14th Street South Area Development Strategy, which <br />recommends that landscaped medians be built between the travel lanes on East 14`h Street from <br />near San Leandro Boulevard to the southerly City limits. The Redevelopment Agency (RDA) <br />adopted the 2004-2009 Implementation Plan for the Alameda County/City of San Leandro <br />Redevelopment Project Area, which identifies public improvements consistent with the East 14th <br />Street South Area Plan as being of highest priority in implementing the objectives of the RDA. <br />In 2002, the City was awarded a federal Transportation Equity Act for the 21st Century (TEA-21) <br />grant for work on the East 14th Street corridor. This grant of $704,000, together with required <br />matching funds provided by the RDA, will be used to design and construct this project. <br />Analysis <br />The project will install landscaped concrete medians, left turn pockets and pedestrian refuges on <br />East 14th Street between 1361 Avenue and 144th Avenue. For the purpose of maximizing <br />available funds, the project has been broken up into two parts. The base bid project area is the <br />area from 136th Avenue to 143`a Avenue, with a bid alternative to extend it from 143`d Avenue to <br />
