SLUSD Agreement 2 <br />Analysis <br />July 20, 2009 <br />ACI has indicated that they can provide solid waste, recyclables and green waste collection <br />services to school facilities at no charge to the district as early as August 3, 2009, pending the <br />extension of the Agreement for up to 15 additional years. ACI will provide solid waste collection <br />at current service levels and will audit school facilities with District and City staff to establish <br />recycling and green waste service levels. ACI will provide bin and cart service at no charge, and <br />debris box service at the same rate charged to the City. <br />As part of the Agreement between the City and the District, the District agrees to actively <br />participate in waste reduction and recycling programs to achieve state and local mandates and <br />goals for waste diversion. The District will implement recycling collection in classrooms, <br />meeting rooms and offices in all facilities during the 2009-2010 school year. The District will <br />recycle mixed paper, cardboard, bottles, cans and all other materials accepted for recycling by <br />ACL In addition, the District will establish a lunchtime waste reduction and recycling program <br />including the elimination of Styrofoam food service trays and the implementation of food and <br />food-soiled paper recycling in food service areas no later than the 2010-2011 school year. <br />The Agreement between the City and the District will coincide with the Franchise Agreement for <br />Solid Waste, Recyclables, and Green Waste Collection Services between the City and ACI. The <br />District will receive service at no charge at school facilities within the ACI service area while the <br />Franchise Agreement is in effect. <br />Current City Council Policy <br />N/A <br />Previous City Council Action(s) <br />Resolution No. 2000-8 approving a Franchise Agreement for Solid Waste Recyclables, and <br />Green Waste Services between the City of San Leandro and Alameda County Industries, Inc. <br />Resolution No. 2006-141 approving a Letter Amendment to the Agreement between the City of <br />San Leandro and Alameda County Industries, Inc. for the purpose of providing additional <br />curbside collection services to businesses and residents. <br />Resolution No. 2009-052 approving a Letter Amendment to the Agreement between the City of <br />San Leandro and Alameda County Industries, Inc. for the purpose of implementing a 10% rate <br />increase as of July 1, 2009. <br />City Council Committee Review and Action <br />On March 19, 2009, at the City and San Leandro Unified School District Liaison Committee <br />meeting, the District requested that the City and ACI explore offering free solid waste, recycling, <br />and green waste services to the District. <br />On March 24, 2009, at the City Council Finance Committee meeting, the Public Works Director <br />presented information about a request by ACI to increase rates by 10% as of July 1, 2009 to <br />mitigate losses caused by the collapse of commodities markets for recyclable materials.
