Wine Tastings, expansion of the web-based Industrial Directory and support of the San <br />Leandro map. <br />The Committee discussed the amount of City Staff time dedicated to the proposed Chamber <br />Programs and ways to measure the success of these programs. <br />Recommendation: <br />Direct the Executive Director of the Redevelopment Agency to enter into a Consulting <br />Services Agreement with the San Leandro Chamber of Commerce for up to $46,600 in <br />FY 2009-10 to assist them in implementing assistance programs that serve the business <br />community. <br />4. Update on Commercial Facade Improvement Program <br />Business Development Specialist Ricard updated the Committee on the recent activity within <br />the Facade Improvement Program: <br />• Grocery Outlet received a $16,758 forgivable loan equal to 50% of the cost of <br />substantially improved landscaping at the project. <br />• Los Pericos' will be adding four tables with green umbrellas and 16 chairs for <br />approximately $7,000 of which the Agency will be reimbursing 50% or up to $3,500. <br />• Tapioca Express will be adding five bistro tables and 15 chairs along with three blue <br />umbrellas. The cost of the tables, chairs and umbrellas will be approximately $6,000 <br />with the agency reimbursing 50% up to $3,000 <br />• Sergio's Pizzeria will be adding 12 tables and 35-40 chairs along with five umbrellas. <br />Staff is working with the property owner on pricing of these items but the Agency <br />contribution shall not exceed $5,000 <br />Ricard then informed the Committee that staff had received a Commercial Rehabilitation <br />Loan application from Dan Dillman owner of Xzault Media and the Bal Theater for <br />assistance in restoring the appearance of the Bal Theater. Mr. Dillman retained Hughes <br />Construction Company to provide cost estimates, for a variety of repairs and upgrades. StafF <br />reviewed the construction estimates, which totaled $1.7 million dollars, and felt that the <br />following two items in particular were of the highest public good. <br />The restoration of the marquee bid includes, new paint, replacement of the neon, and the <br />installation of a new reader board for an estimated cost of $77,000 <br />The installation of three new sets of ADA compliant entry doors for an estimated <br />$40,000. <br />Ricard recommended that the Committee approve $50,000 as a forgivable reimbursement <br />loan in order assist in the restoration of the marquee and entry doors to the theater. <br />
