The Committee discussed the proposed theater use and timing of the improvements with Mr. <br />Dillman. <br />Recommendation: <br />Approval a $50,000 forgivable reimbursement loan to assist in the restoration of the <br />marquee and entry doors at the Bal Theater. <br />5. Update on Development Projects <br />a. Downtown Quarterl~Update: Business Development Manager Battenberg provided the <br />Committee with a copy of the Second Quarter 2009 Downtown Quarterly Update (see <br />attached). <br />b. Stepping Stones: Business Development Manager Battenberg informed the Committee <br />that the City began working Stepping Stones, an employer of the developmentally <br />disabled on July 1 to maintain the downtown. Stepping Stones will employee between <br />four and six workers and one supervisor cleaning downtown each weekday, allowing the <br />Public Works department to reduce the amount of staff time needed to maintain <br />downtown. <br />c. Auto Mall Dealer Monument Sign: Community Development Director Sims explained <br />that in 2004 the Agency assisted the San Leandro Auto Mall Dealers Association <br />(SLAMDA) with the cost of constructing the Auto Mall Dealer Monument Sign located <br />in the median of Marina Boulevard. Since that time SLAMDA had been responsible for <br />the cost of maintaining the sign and the associated liability insurance. Sims explained <br />that in recent years SLAMDA has struggled as an organization and their membership has <br />failed to raise the funds necessary to maintain the insurance premium. Consistent with <br />other Redevelopment Agency's and at the request of SLAMADA staff is proposing the <br />Agency take ownership of the sign <br />Recommendation: <br />Direct the Executive Director of the Redevelopment Agency to modify the <br />Memorandum of Understanding between SLAMDA and the Agency to allow the <br />Agency to take ownership of the sign. <br />6. Public Comments None <br />7. Committee Member Comments: Council member Sousa suggested staff discuss the <br />possibility of contracting with Stepping Stones for Shoreline maintenance. <br />8. Adjourn The meeting adjourned at 5:30 p.m. <br />
