Matter of Approving Amendment No. 1 to the FY 2005-2009 Consolidated Plan and <br />Amendment No. 1 to the FY 2009-2010 Action Plan and Approving Community <br />Development Block Grant (CDBG) Capital Improvement Project (C1P) Loan <br />Agreement for FY 2009-2010 Between the City of San Leandro and Davis Street <br />Family Resource Center. <br />Mr. Hollister gave a brief overview of the item, and introduced Housing/CDBG <br />Manager Tom Liao. Mr. Liao reported that no comments were received by staff during <br />the 30-day public review period; therefore, staff recommends approval of the proposed <br />amendments to the five-year Consolidated Plan and one-year Action Plan, which would <br />allow the City to provide $500,000 in CDBG assistance to the Davis Street Family <br />Resource Center (DSFRC). Additionally, City staff recommends that the Council <br />approve a $500,000 loan agreement with DSFRC for anon-profit capital improvement <br />CDBG loan. <br />Councilmember Souza asked whether this action would change the guidelines for use of <br />CDBG funds, to allow other non-profits to make similar requests. Mr. Liao indicated <br />that the use of CDBG funds for acquisition of anon-profit facility is an eligible activity. <br />However, during the five-year planning process, staff did not anticipate that this would <br />happen. <br />Rose Johnson, Executive Director, DSFRC, accompanied by members of her staff, <br />addressed the City Council, thanking the Council for its support of DSFRC's request for <br />fmancial assistance in acquiring its facility. Ms. Johnson expressed confidence that <br />DSFRC would be able to close escrow on its facility before the end of the calendar year. <br />Ms. Johnson commented on the effects of the economy on DSFRC's clients. To <br />illustrate this point, Ms. Johnson reported that in a typical month of May, 1,200-1,500 <br />clients are served; this May, the number of clients served was 5,237. <br />Councilmember Souza stated that she is glad the matter is moving forward, but <br />disappointed that the agreement made no mention that DSFRC would forego any future <br />CDBG funding.
