City of San Leandro <br />Sewer System Management Plan <br />Volume I <br />Standards for Inspection and Testing of New and Rehabilitated Facilities <br />As discussed in Section Two of this SSMP, the City has afull-time Construction Inspector who <br />inspects both new construction and repairs. The inspector insures that all construction meets the <br />City's standard specifications and other applicable codes. Permits are required for all work on <br />wastewater facilities in the City, and no facility is accepted unless it is permitted, inspected, and <br />tested in accordance with the standard specifications. <br />Section 6 -Overflow Emergency Response Phan <br />The City maintains a Sanitary Sewer Overflow and Backup Response Plan (Appendix D) and <br />procedures. The plan includes the City's chain of communication for reporting SSOs. Included <br />are Standard Operating Procedures designed to minimize the impact of SSOs and sewer backups <br />to the public and the environment. This response plan is distributed to each maintenance worker <br />and includes the necessary forms and guidelines to implement the standard operating procedures <br />in the event of an SSO. The Response Plan is reviewed periodically to ensure that all corrective <br />measures are being taken. <br />All sanitary sewer overflows and backups are responded to upon notice and in a manner to <br />expedite the necessary steps to relieve the overflow and protect the public health. All SSOs are <br />reported as soon as the City has knowledge of the discharge, and reporting can be provided <br />without substantially impeding cleanup or other emergency measures. For any discharges of <br />sewage that result in a discharge to a drainage channel or a surface water, the spill shall be <br />reported as soon as possible but not later than two (2) hours after becoming aware of the <br />discharge. The State Office of Emergency Services will be notified and the local health officer or <br />directors of environmental health with jurisdiction over affected water bodies, and the Regional <br />Water Quality Control Board. <br />Reporting of SSOs is made to the CIWQS online system as soon as possible but no later than <br />three business days after we are aware of an SSO. A fmal certified report is completed through <br />the CIWQS System within 15 calendar days of the conclusion of an SSO response and <br />remediation. Initial reporting of SSOs that do not discharge to a drainage channel or surface <br />water is reported to the Regional Water Quality Control Board within 24 hours after the City <br />becomes aware of the SSO. <br />The City equips each of their collection system field workers with the Sanitary Sewer Overflow <br />and Backup Response Plan booklet. The booklet includes the following contents: <br />• Procedures for reporting SSOs and notifying the proper authorities, with appropriate <br />contact information. <br />• A list of agencies, with their appropriate contact information, to be notified in the event <br />of any SSO. <br />Page ~ 21 <br />
