City of San Leandro <br />Sewer System Management Plan <br />Volume I <br />• Volume distribution of SSOs (e.g. number of SSOs < 100 gallons, 100 to 999 gallons, 1,000 to <br />9,999 gallons, > 10,000 gallons) <br />• Annual volume of SSOs <br />• Number and characteristics of backups over the past 12 months <br />• Number of lateral related stoppages over the past 12 months <br />• Stoppages by cause <br />• Average time to respond to an SSO <br />• Ratio of planned sewer cleaning to unplanned sewer cleaning <br />• Backlog of repair, rehabilitation, and replacement projects <br />• Plans developed for, or implementation of, activities to target specific problems identified, such <br />as roots, structural deficiencies, or fats, oil, and grease (FOG) <br />Monitoring, Tracking and Reporting <br />The City uses the ICOM3 infrastructure management system to track maintenance, SSOs and <br />other related activities. Historic maintenance data can be digitally linked to the GIS for analysis <br />of repeat problem areas. This process allows the City to adjust maintenance activities to prevent <br />stoppages and develop reports for annual audits required for the SSMP. The ICOM3 system also <br />manages CCTV inspection data. Inspection data is collected in a format that is compatible with <br />ICOM3. The system allows for developing a history of operations of assets that help identify <br />approaching problems in operation and allow investigation and correction evaluation prior to an <br />Overflow event. <br />Monitoring: Target performance levels are established at the start of the budget year. <br />Maintenance activities are recorded in the ICOM3 database for asset management purposes. <br />Information is stored on a per asset basis by activity type for tracking the performance and <br />maintenance history of the individual assets of the sanitary sewer system. <br />During the first five years of operating with the new maintenance system, the City's objective is <br />to collect all of the physical, hydraulic, and structural and condition damage of the assets of the <br />sanitary sewer collection system. Asset information is updated at the next cleaning or condition <br />assessment activity. <br />Tracking: Tracking is the measurement of the annually targeted unit costs of performance of <br />maintenance activities and those achieved by the City maintenance crews to provide a basis for <br />comparison. Monthly reporting and performance comparisons are the subjects of the monthly <br />maintenance activities performance report prepared by the Maintenance Supervisor and <br />supported by Engineering. Tracking further measures increasing levels of asset damage being <br />incurred over time as provided by CCTV inspections. Results are tracked in separate engineering <br />reports at the end of the calendar year. <br />Reporting: A Maintenance Activity Performance Report is distributed each month for feedback <br />~~g~ ~9 <br />
